4 - توِّج الموئل الثاني باعتماد إعلان اسطنبول بشأن المستوطنات البشرية() وجدول أعمال الموئل، وهما وثيقتان تعرضان أهدافاً ومبادئ والتزامات وخطة عمل عالمية لإحراز الأهداف المزدوجة بتوفير المأوى الملائم للجميع وتنمية المستوطنات البشرية تنمية مستدامة في عالم آخذ في التوسع الحضري.

1. In its resolution 51/177 of 16 December 1996 the General Assembly endorsed the Istanbul Declaration on Human Settlements and the Habitat Agenda, which were adopted by the second United Nations Conference on Human Settlements (Habitat II) on 14 June 1996.

Recalling also the Declaration on Cities and Other Human Settlements in the New Millennium, adopted by the General Assembly in its resolution S-25/2 of 9 June 2001, which reaffirmed that the Istanbul Declaration on Human Settlements and the Habitat Agenda would remain the basic framework for sustainable human settlement development in the years to come,

46. the Istanbul Declaration on Human Settlements and the Habitat Agenda, adopted by the United Nations Conference on Human Settlements (Habitat II) on 14 June 1996, also contains a reference to the issue under review.12 In chapter II, Goals and principles, of the Habitat Agenda, paragraph 25 contains, inter alia, the following text:
