7. In 1995, the Working Group on Minorities was set up as a subsidiary body of the SubCommission, with a threefold mandate: to review the promotion and practical realization of the Minorities Declaration; examine possible solutions to problems involving minorities; and recommend further measures for the promotion and protection of the rights of persons belonging to minorities.

Questions were raised about the meaning and scope of a " right to cultural integrity " , the related obligations of States and how such rights were different from " the right to enjoy their own culture " in article 2 (1) of the Minorities Declaration.
