We welcome the continually reaffirmed desire of the States of Central Africa to see the arms trade regulated, as stated in the Sao Tome Declaration on a Central African Common Position on the Arms Trade Treaty, issued on 16 March 2011 at the thirty-second meeting of the United Nations Standing Advisory Committee on Security Questions in Central Africa.
ونرحب كذلك بالرغبة الثابتة لدول وسط أفريقيا في العمل على تنظيم تجارة الأسلحة، وذلك من خلال إعلان سان تومي المتعلق بموقف وسط أفريقيا الموحد إزاء معاهدة تجارة الأسلحة بتاريخ 16 آذار/مارس 2011 أثناء الاجتماع الوزاري الثاني والثلاثين للجنة الأمم المتحدة الاستشارية الدائمة المعنية بمسائل الأمن في وسط أفريقيا.

118. ECCAS gave a presentation on the implementation of the Sao Tome Declaration, emphasizing that, in the light of the mandate it had received from the States members of the Committee and the efforts already made, the ECCAS secretariat had, over the past eight months, focused its action to implement the Declaration on the following two priority areas:
118 - قدمت الجماعة الاقتصادية لدول وسط أفريقيا عرضاً عن تنفيذ إعلان سان تومي شددت فيه على أن أمانتها، بناء على الولاية المسندة إليها من الدول الأعضاء في اللجنة، وعلى الإجراءات التي سبق لها اتخاذها، ركزت خلال الأشهر الثمانية الماضية في ما تبذله من جهود لتنفيذ إعلان سان تومي على محورين من المحاور ذات الأولوية، هما:

119. The United Nations Regional Centre for Peace and Disarmament in Africa informed member States that several elements of the Sao Tome Declaration were an integral part of the Arms Trade Treaty and invited the Committee members that had not yet done so to join the two States of the subregion that had signed the Treaty and to initiate the ratification process.
119 - وأبلغ مركز الأمم المتحدة الإقليمي للسلام ونزع السلاح في أفريقيا الدول الأعضاء أن عدة عناصر من إعلان سان تومي جزء لا يتجزأ من معاهدة تجارة الأسلحة، ودعا أعضاء اللجنة الذين لم يوقعوا بعد على المعاهدة إلى الانضمام إلى الدولتين المنتميتين إلى المنطقة دون الإقليمية اللتين وقعتا على المعاهدة والشروع في إجراءات التصديق.

47. In order to underscore member States' support for the negotiation of an Arms Trade Treaty, the Standing Advisory Committee decided to adopt a common position, the Sao Tome Declaration (see A/66/172-S/2011/225, annex I). The Declaration was prepared with the support of UNREC in its capacity as secretariat of the Committee.
47 - وللإعراب عن تأييد الدول الأعضاء في اللجنة لعملية التفاوض لإبرام معاهدة لتجارة الأسلحة، قررت اللجنة اعتماد موقف موحد سُمي إعلان سان تومي. وقد أُعد هذا الإعلان (انظر المرفق الأول من الوثيقة A/66/72-S/2011/225) بدعم من مركز الأمم المتحدة الإقليمي للسلام ونزع السلاح في أفريقيا بصفته القائم بأعمال أمانة اللجنة.
