For that reason, the member States of the Organization of American States (OAS) had adopted the 1996 Lima Declaration and Plan of Action and the 1998 Commitment of Mar del Plata, in order to establish an institutional framework for the development of cooperation to combat terrorism.

The Government of Peru hoped that the second Lima Declaration and Plan of Action, which would be negotiated in Vienna, would be adopted at that session; that would be as much a milestone for the Organization as the Lima Declaration and Plan of Action on Industrial Development and Cooperation adopted in 1975.

They also made reference to the Lima Declaration and Plan of Action on Industrial Development and Cooperation, which had been adopted at the Second General Conference of UNIDO in Lima in March 1975.
