As a party to the Vienna Conventions of 1969 and 1986, Ukraine supported the traditional view that in the light of articles 19 to 23 of the 1969 Vienna Convention, alternatives to reservations, modifications to reservations or late reservations made after signing, ratifying, accepting, approving or acceding to treaties should not be considered as reservations.

56. The following proposals have been made for mechanisms that would allow non-Annex I Parties to ratify, accept, approve or accede to Annex I Party commitments in the instrument:

" [1. A Regional Economic Integration Organization which is constituted by sovereign States and has competence over certain matters governed by this Convention may similarly sign, ratify, accept, approve or accede to this Convention.

The Secretary-General of the United Nations shall be notified of the central authority designated for this purpose at the time each State Party deposits its instrument of ratification, acceptance or approval of or accession to this Convention.

3. For the purposes of this article, ratifications, acceptances, approvals and accessions in respect of this Convention by States parties to the instruments listed in paragraphs 1 and 2 of this article that are notified to the depositary after this Convention has entered into force are not effective until such denunciations as may be required on the part of those States in respect of these instruments have become effective.
٣ - لأغراض هذه المادة، لا يكون التصديق على هذه الاتفاقية أو قبولها أو إقرارها أو الانضمام إليها من جانب الدول الأطراف في الصكوك المذكورة في الفقرتين ١ و ۲ من هذه المادة، الذي يبلغ به الوديع بعد بدء نفاذ هذه الاتفاقية نافذا إلا حين يصبح انسحاب تلك الدول، حسبما قد يقتضيه الأمر من تلك الدول فيما يتعلق بتلك الصكوك، ساري المفعول.

The Government of the Federal Republic of Germany notes that reservations to treaties can only be made by a State when signing, ratifying, accepting, approving or acceding to a treaty (article 19 of the Vienna Convention on the Law of Treaties).

3. Encourages countries to ratify, accept, approve or accede to the Convention with a view to its entry into force as soon as possible, preferably by 2004, as underscored in the Priorities of Action beyond 2000 adopted by the Intergovernmental Forum on Chemical Safety at its third session;
