3. Paragraph 1 shall cease to apply if the sentenced person remains voluntarily for more than 30 days in the territory of the State of enforcement after having served the full sentence imposed by the Court, or returns to the territory of that State after having left it.
3 - يتوقف انطباق الفقرة 1 إذا بقي الشخص المحكوم عليه أكثر من 30 يوما بإرادته في إقليم دولة التنفيذ بعد قضاء كل مدة الحكم الذي حكمت به المحكمة، أو عاد إلى إقليم تلك الدولة بعد مغادرته له.

It also stated that such opinion was against the interpretation consistently made by the Committee on that matter, which indicated that in special circumstances, individuals could be subject to the jurisdiction of a State party ratione materiae, even if they were outside the territory of such State.
