Section 4. Applicability of The Criminal Law Outside the territory of Latvia
المادة 4 - انطباق القانون الجنائي خارج إقليم لاتفيا

" Any person can be held responsible for committing any crime foreseen in the Criminal Code if it is committed in the territory of Latvia.
" ويمكن اعتبار أي شخص مسؤولاً عن ارتكاب جريمة منصوص عليها في القانون الجنائي إذا ما ارتكبت تلك الجريمة في إقليم لاتفيا.

Accordingly, Article 4 " Applicability of The Criminal Law Outside the territory of Latvia " includes the following principles:
وبناء عليه فإن المادة 4 " انطباق القانون الجنائي خارج إقليم لاتفيا " تتضمن المبادئ التالية:

69. The general principle of the Criminal law - the territoriality principle - foresees that the liability of a person who has committed a criminal offence within the territory of Latvia shall be determined in accordance with this Law.
69 - ينص مبدأ القانون الجنائي العام - مبدأ الإقليمية - على أن المسؤولية عن أي فعل إجرامي يرتكب داخل إقليم لاتفيا يحدد وفقا لهذا القانون.

132. Article 2 " Application of The Criminal Law in the territory of Latvia " states that if a person has committed a criminal offence in the territory of Latvia, the liability of such a person shall be determined in accordance with the Criminal Law of Latvia.
132 - فالمادة 2 " تطبيق القانون الجنائي في إقليم لاتفيا " تنص على أنه في حالة ارتكاب الشخص لجريمة في إقليم لاتفيا تُحدّد مسؤوليته وفقا لقانون لاتفيا الجنائي.

134. The principle of the territoriality and territorial jurisdiction also applies to criminal offences committed on aircraft and sea and river vessels which are registered in Latvia, even if they are located outside the territory of Latvia.
134 - كما ينطبق مبدأ الإقليمية والولاية الإقليمية على الجرائم المرتكبة على متن الطائرات والسفن البحرية والنهرية المسجلة في لاتفيا، حتى وإن كانت موجودة خارج إقليم لاتفيا.

24 - أما التقاليد الديمقراطية وتقاليد المساواة بين الجنسين خلال الفترة التي كان فيها إقليم لاتفيا مدمجا في الامبراطورية الروسية، فقد تطورت بمعدل أسرع نسبيا، بسبب ارتفاع المستويات التعليمية والمعيشية للسكان.

In compliance with the Satversme (Constitution) every person who legally stays in the territory of Latvia, enjoys the freedom of movement and the freedom of choosing one's place of residence as well as the freedom to leave Latvia.
292 - وفقا للدستور (Satversme)، فإن كل شخص مقيم قانونا في إقليم لاتفيا يتمتع بحرية الحركة وحرية اختيار محل إقامته فضلا عن حرية مغادرة لاتفيا.

(2) Soldiers of the Republic of Latvia who are located outside the territory of Latvia shall be held liable for criminal offences in accordance with this Law, unless it is provided otherwise in international agreements binding upon the Republic of Latvia.
(2) يخضع جنود جمهورية لاتفيا الموجودون خارج إقليم لاتفيا للمساءلة عن الأفعال الإجرامية وفقا لهذا القانون، ما لم يُنَص على خلاف ذلك في الاتفاقات الدولية الملزمة لجمهورية لاتفيا.

Participants noted that the LatPos system included continuously operated GPS base stations evenly distributed throughout the territory of Latvia.

(1) Latvian citizens, non-citizens and foreigners who have a permanent residence permit for the Republic of Latvia, shall be held liable, in accordance with this Law, in the territory of Latvia for an offence committed in the territory of another State or outside the territory of any State regardless of whether it has been recognised as criminal and punishable in the territory of commitment.
(1) وفقا لهذا القانون، يخضع المواطنون اللاتفيون وغير المواطنين والأجانب الحاملون لرخصة إقامة دائمة في جمهورية لاتفيا للمساءلة، في إقليم لاتفيا عن الجرائم المرتكبة في إقليم دولة أخرى أو خارج إقليم أي دولة بغض النظر عما إذا كانت تعتبر فعلا إجراميا يعاقَب عليه في الإقليم الذي ارتُكبت فيه أم لا.

The impact of Christian traditions and norms of canon law on the role of the woman in society in the territory of Latvia is basically related to the influence of Catholicism (in Latgale, Eastern part of Latvia) and Lutheranism (in Kurzeme and Vidzeme, Northern and Western part of Latvia), which are the most widespread denominations in Latvia.
23 - والأثر الذي ترتبه التقاليد المسيحية وقواعد القانون الكنسي على دور المرأة في المجتمع في إقليم لاتفيا يتعلق بصورة أساسية بتأثير الكاثوليكية (في لادغيل، الجزء الشرقي من لاتفيا) واللوثرية (في كورزيم وفيدزيم، شمالي وغربي لاتفيا)، وهما أوسع الملل انتشارا في لاتفيا.

Thus, the Law foresees that " a person who has committed a criminal offence outside the territory of Latvia, on an aircraft, or a sea or river vessel or other floating means of conveyance, if this means of conveyance is registered in the Republic of Latvia and if it is not provided otherwise in international agreements binding upon the Republic of Latvia, shall be held liable in accordance with this Law " (Article 3 of the Criminal law).
وهكذا فإن القانون ينص على " أن يتحمل المسؤولية بمقتضاه مرتكب جريمة خارج إقليم لاتفيا على متن طائرة أو سفينة بحرية أو نهرية أو غير ذلك من وسائل النقل العائمة، إذا كانت وسيلة النقل تلك مسجلة في جمهورية لاتفيا ولم يكن منصوصا على خلاف ذلك في الصكوك الدولية الملزمة لجمهورية لاتفيا " (المادة 3 من القانون الجنائي).
