On 11 November 2001, in his opening remarks to the Conference on Facilitating the Entry into Force of the Comprehensive Nuclear-Test-Ban Treaty in New York, the Secretary-General noted that the events of 11 September 2001 had highlighted the need to prevent the further proliferation of nuclear weapons and to maintain the momentum of efforts to eliminate nuclear weapons from the world's arsenals.
