In line with the Conference's recommendations to mobilize civil society in promoting effective follow-up to the Beijing Conference, the Economic and Social Council decided on 9 February 1996 to invite all non-governmental organizations that were accredited to the Fourth World Conference on Women to participate on an exceptional basis as observers at the fortieth session of the Commission on the Status of Women (decision 1996/208).
