Developed country Parties shall provide financial resources and transfer technology to developing country Parties to make full and effective repayment of climate debt, including adaptation debt, taking responsibility for their historical cumulative emissions and current high per capita emissions.

23. In this area, the Conference recognized the importance of providing clarity on the level of financial support that will be provided by developed country parties to developing country Parties to allow for enhanced implementation of the Convention.

6. Also invites the operating entities of the financial mechanism of the Convention, bilateral and multilateral agencies and other relevant organizations, as appropriate, to take this decision into account when providing financial and technical support to developing country Parties in responding to decision 5/CP.17;
6- يدعو أيضاً كيانات تشغيل الآلية المالية للاتفاقية، والوكالات الثنائية والمتعددة الأطراف، وغيرها من المنظمات المعنية، حسب الاقتضاء، إلى أخذ هذا المقرر في الاعتبار عند تقديم الدعم المالي والتقني إلى البلدان الأطراف النامية استجابة للمقرر 5/م أ-17؛

34. In accordance with decision 1/CP.16, the SCF shall assist the COP in exercising its functions with respect to the financial mechanism of the Convention, inter alia, in terms of measurement, reporting and verification of support provided to developing country Parties.

A technology incentive for enhanced cooperative action on technology development, deployment, transfer and diffusion for mitigation and adaptation projects and programmes [shall][should] be established in order to stimulate accelerated diffusion and transfer of existing and new environmentally safe and sound technologies to developing country Parties.

{Adequate and accessible}{enhanced} financial support and capacity-building shall be provided to developing country Parties to enable them to develop and maintain capacity to prepare national GHG emissions inventories and national communications.

35. In accordance with decision 1/CP.16, the SCF shall assist the COP in exercising its functions with respect to the Financial Mechanism of the Convention, inter alia, in terms of MRV of support provided to developing country Parties.

The Standing Committee on Finance (SCF) is mandated to assist the COP in exercising its functions with respect to the financial mechanism of the Convention in terms of improving coherence and coordination in the delivery of climate change financing, rationalization of the financial mechanism, mobilization of financial resources and measurement, reporting and verification of support provided to developing country Parties.

133. Invites developed country Parties in a position to do so to provide information, through annual submissions to the secretariat and other appropriate channels, on the support they have provided for capacity-building in developing country Parties;
