Among the steps to be taken immediately towards the full realization of the right to adequate housing, regardless of the status of available resources in a given country, the Committee mentions the adoption of a national housing strategy, which " should reflect extensive genuine consultation with, and participation by, all of those affected, including the homeless, the inadequately housed and their representatives " (para. 12).
