13. On the other hand, the Zairian leaders considered Zaire to be at war with Rwanda, conveying to the Special Envoy their demands for an official ceasefire and the withdrawal of the Rwandan forces, which, they alleged, were occupying Zairian territory.

The incumbent would maintain up-to-date information on events relating to political issues, particularly issues that affect the situation in eastern Democratic Republic of the Congo and the Great Lakes region, keep abreast of latest trends and developments in the Great Lakes region and provide inputs on issues to the Special Envoy and his staff.

127. The variance between the 2012 requirements and the 2011 appropriation reflects the lower cost for support services provided by the United Nations Special Coordinator for the Middle East Peace Process to the Special Envoy and staff during official travel.

128. The anticipated unencumbered balance in 2010-2011 reflects the actual expenditures incurred for common staff cost and support services provided by the United Nations Special Coordinator for the Middle East Peace Process to the Special Envoy and staff during official travel.
128 - ويعكس الرصيد الحر في الفترة 2010-2011 النفقات الفعلية الناتجة عن التكاليف العامة للموظفين وخدمات الدعم المقدمة من منسق الأمم المتحدة الخاص لعملية السلام في الشرق الأوسط إلى المبعوث الخاص والموظفين أثناء السفر في مهام رسمية.

5. The Advisory Committee also recalls that the staffing component approved for 1998 consisted of 44 positions, in addition to the Special Envoy: a Head of Mission at the Assistant Secretary-General level, a Deputy Head of Mission at the D-2 level, 5 Political Affairs Officers at the P-5 level, 5 military advisers and 2 civilian police.

The Government of Burundi, through its Permanent Representative to the United Nations, sent a letter dated 4 November 1993 to the President of the Security Council (S/26703) in which he reiterated a request already made to the Special Envoy of the Secretary-General for the dispatch of an international force to Burundi.
١٣٧ - ووجهت حكومة بوروندي، من خلال ممثلها الدائم لدى اﻷمم المتحدة، رسالة في ٤ تشرين الثاني/نوفمبر ١٩٩٣ إلى رئيس مجلس اﻷمن (S/26703)، جدد فيها طلبا سبق تقديمه إلى المبعوث الخاص لﻷمين العام، ويدعو إلى إرسال قوة دولية إلى بوروندي.

As an example of the lack of cooperation the Zairian authorities point to the refusal by Rwanda to hold an international conference on the situation in the Great Lakes region, as required by Security Council resolution 1011 (1995) communicated to the Special Envoy of the Secretary-General of the United Nations, Ambassador José Luis Jesús.

Finally, thanks are due to the Special Envoy of the Secretary-General, Ambassador Edouard Brunner, his Deputy and Head of Mission of UNOMIG, Mr. Liviu Bota, the Chief Military Observer, Major-General Per Källström, and all the military and civilian personnel under their command, for their dedication and perseverance in carrying out, under difficult and at times dangerous conditions, the tasks entrusted to them by the Security Council.

In this connection, the Committee notes cases of support to the missions that continue to be reported as free of charge, such as the provision of a flight to the Special Envoy for the Great Lakes Region by MONUSCO (see paras. 98-99 below).

This amount would cover the salaries for the Special Envoy on a when-actually-employed basis as well as the salaries and common staff costs for one staff, who would provide support to the Special Envoy; the official travel of the Special Envoy to Myanmar, neighbouring countries in the region, Europe and North America, including United Nations Headquarters; and miscellaneous services in support of his mission.
