The Human Rights Council is invited to encourage Member States to wage a systematic campaign against incitement to racial and religious hatred by maintaining a careful balance between the defence of secularism and respect for the freedom of religion and by acknowledging and respecting the complementarity of all the freedoms contained in the International Covenant on Civil and Political Rights.
58- ويدعى مجلس حقوق الإنسان إلى تشجيع الدول الأعضاء على تنظيم حملة ممنهجة على ظاهرة التحريض على الكراهية العرقية والدينية وذلك بالسعي لإقرار توازن بين اللائيكية وبين احترام حرية الدين والاعتراف بجميع الحريات المنصوص عليها في العهد الدولي الخاص بالحقوق المدنية والسياسية ومراعاة ما بينها من تكامل.

62. The Human Rights Council is invited to encourage Member States to adopt an approach to questions relating to immigration, asylum and the situation of foreigners and national minorities that is based on international law and instruments, such as the Covenants and the Durban Programme of Action, that promote respect for their rights.

(d) Increased efforts to encourage Member States to improve access to, and use of, geospatial information by citizens for disaster risk management and climate change;

(e) Continue efforts to encourage Member States to submit their views as well as to carry out consultations with relevant international bodies, with a view to further developing and improving the operation of the Report.
(هـ) مواصلة الجهود الرامية إلى تشجيع الدول الأعضاء على إبداء آرائها وعلى إجراء مشاورات مع الهيئات الدولية المعنية بغية مواصلة تطوير التقرير وتحسين تسييره.

2. It should be noted that, pursuant to Economic and Social Council resolution 1997/2 and paragraph 2.6 of the medium-term plan for 2002-2005, programme 2, disarmament (A/55/6/Rev.1), the Secretary-General has endeavoured to encourage Member States to take into account gender equality when nominating candidates to the programme of fellowships on disarmament.

Furthermore, he invited the Council to encourage Member States to wage a systematic campaign against incitement to racial and religious hatred by maintaining a careful balance between the defence of freedom of expression and respect for the freedom of religion and by acknowledging and respecting the complementarity among all the freedoms contained in the International Covenant on Civil and Political Rights.

75- ويدعو المجلس أيضاً إلى تشجيع الدول الأعضاء على تنظيم حملة ممنهجة ضد ظاهرة التحريض على الكراهية العرقية والدينية، وذلك بالسعي إلى إيجاد توازن يقظ بين التدين واحترام حرية الدفاع عن العلمانية وبالاعتراف بجميع الحريات المنصوص عليها في العهد الدولي الخاص بالحقوق المدنية والسياسية ومراعاة تكامل تلك الحريات.

Echoing the words of the Secretary-General in that report, participants at the seventeenth session of the Commission on Crime Prevention and Criminal Justice, the preparatory body for the Twelfth United Nations Congress. on Crime Prevention and Criminal Justice, emphasized the centrality of crime prevention and the need to encourage Member States to undertake a special effort to make crime prevention work (E/2008/30, para. 116).

Through this outreach, the United States has sought not only to encourage Member States to submit reports to the 1540 Committee, but to highlight the role that regional organizations can play in promoting the discussion of their Members' experiences in implementing resolution 1540 (2004), disseminating best practices, and helping participating States to present more and better reports in support of the resolution.
