2. In accordance with financial regulation 6.9, new members of the Authority shall be required to make a contribution for the year in which they became members of the Authority and to provide their proportion of the total advances to the working capital fund at such rates as may be determined by the Assembly.

The Finance Committee is invited to take note of the information above and to make a recommendation to the Council and the Assembly relating to the assessed contributions of the Niger to the administrative budgets of the Authority for 2013 and 2014 and its initial advances to the working capital fund.

6. Further decides that, in accordance with financial regulation 5.8, the advances of the Republic of Kiribati, the Republic of Nauru and the Kingdom of Tonga to the working capital fund should be calculated by the application of their rate of assessment of 0.001 per cent to the authorized level of the Fund and should be added to the Fund pending the incorporation of their rate of assessment in a 100 per cent scale.
٦ - تقرر كذلك أن تحسب، وفقا للبند ٥-٨ من النظام المالي، السلف التي تدفعها مملكة تونغا وجمهورية كيريباس وجمهورية ناورو، إلى صندوق رأس المال العامل بتطبيق معدل أنصبتها المقررة البالغ ٠,٠٠١ في المائة على المستوى المأذون به للصندوق، وأن تضاف إلى الصندوق إلى حين إدماج معدل أنصبتها المقررة في جدول نسبته ١٠٠ في المائة.

The General Assembly has expressly approved the principle that whenever it is desirable and possible, the sale of public informational material should be encouraged not only because the proceeds go to the working capital fund, but also because publications that are sold rather than freely distributed usually command greater respect and are more likely to be read and hence have a greater impact [ST/AI/189/ Add.15/Rev.1].
وقد أقرت الجمعية العامة صراحة المبدأ الذي يقتضى القيام، كلما كان ذلك مستصوباً وممكناً، بتشجيع بيع المواد الإعلامية لا لأن الإيرادات المحققة توجه إلى صندوق رأس المال العامل فحسب وإنما أيضاً لأن المنشورات التي تباع بدلاً من أن توزع مجاناً تحظى عادة بقدر أكبر من الاحترام ومن المرجح أن تُقرأ وأن يكون لها بالتالي تأثير أقوى [ST/AI/189/Add.15/Rev.1].
