It should be recalled that the Council, at its substantive session in 1997, adopted agreed conclusions 1997/1 on fostering an enabling environment, as it felt that for a topic of such importance it was best for the Council to deal with the issue in a comprehensive manner rather than for its functional commissions to take it up in a piecemeal fashion.
