Expressing its regret and its strong condemnation of the fact that Eritrea, a neighbouring country, should have committed this flagrant act of aggression against Yemeni territory and should have jeopardized security, stability and international navigation in the Red Sea region, the Republic of Yemen asserts its legitimate right to defend its sovereignty over its soil and its territorial waters and to repel any attack on them.
إن الجمهورية اليمنية إذ تعبر عن أسفها واستنكارها الشديد لتورط اريتريا، الدولة الجارة بهذا العمل العدواني الطائش ضد اﻷراضي اليمنية، وانتهاك المياه اﻹقليمية لليمن.

the Republic of Yemen has achieved meaningful progress in the advancement of human rights, having acceded to over 59 international human rights treaties. The high degree of consistency between these treaties and the domestic legislation which deals with many human rights issues has helped to strengthen this process.
إن الجمهورية اليمنية استطاعت أن تخطو خطوات جادة باتجاه تطوير حقوق الإنسان، فقد بلغت الاتفاقيات الدولية المتعلقة بحقوق الإنسان التي وقعت عليها أكثر من 59 اتفاقيةً، ومما يعزز هذا التوجه هو التوافق الكبير بين التشريعات الوطنية ومضامين تلك الاتفاقيات باستيعابها الكثير من مسائل حقوق الإنسان.

the Republic of Yemen stresses the importance of implementing the MDGs adopted in 2000, as well as the Monterrey Consensus and the outcome of the Johannesburg Summit, in order to free humankind from want, poverty and disease.
إن الجمهورية اليمنية تؤكد على أهمية الالتزام بالأهداف الإنمائية للألفية التي تم اعتمادها في عام 2000، وتوافق آراء مونتيري، ونتائج قمة جوهانسبرغ، كي تتحرر البشرية من أوجاع وآلام الفاقة، والعجز، والفقر، والمرض.

2. the Republic of Yemen feels that the Treaty should be subject to periodic review and appraisal in keeping with ongoing scientific progress and new international developments.
٢( إن الجمهورية اليمنية تؤيد خضوع المعاهدة للتقييم والمراجعة بين حين وآخر بما يتلائم والتقدم العلمي ومستجدات التطورات الدولية المستمرة.

4. the Republic of Yemen believes that the ongoing reviews of the Treaty should ensure the cessation of all nuclear tests on land, in the sea, in the atmosphere and underground, as well as the gradual and final elimination of nuclear weapons and the destruction of existing stockpiles thereof.
٤( إن الجمهورية اليمنية ترى وجوب بلوغ المراجعات المستمرة للمعاهدة ضمان ايقاف كافة التجارب النووية في البر والبحر والجو وتحت اﻷرض، والتخلص التدريجي والنهائي من اﻷسلحة النووية، وتدمير ما هو موجود منها.

5. the Republic of Yemen believes that the Treaty should be binding on all countries of the world, without exception or distinction, and that all countries should be bound by the safeguards and conditions laid down in the IAEA Agreement and the annexes thereto.
٥( إن الجمهورية اليمنية ترى وجوب أن تكون المعاهدة ملزمة لكافة دول العالم دون استثناء أو تمييز، وأن تلزم كافة الدول بالضمانات والشروط المحددة في اتفاقية الوكالة الدولية للطاقة الذرية وملحقاتها.

Over the last several decades, the Republic of Yemen has undergone rapid economic, social, cultural and political changes associated with the process of building and structuring a variety of modem social, economic and cultural institutions.
36- إن الجمهورية اليمنية شهدت خلال العقود الماضية العديد من المتغيرات الاقتصادية والاجتماعية والثقافية والسياسية المتسارعة التي جاءت مقترنة ببناء وهيكلة كثير من المؤسسات الاجتماعية والاقتصادية والثقافية الحديثة.

the Republic of Yemen has been able to make considerable strides in developing human rights. It has now signed more than 57 international human-rights instruments, and this trend is reinforced by the fact that there is a large measure of congruence between Yemen's national legislation and the contents of those instruments as regards their treatment of many human-rights issues.
4- إن الجمهورية اليمنية استطاعت أن تخطو خطوات جادة باتجاه تطوير حقوق الإنسان، فقد بلغت الاتفاقيات الدولية المتعلقة بحقوق الإنسان التي وقعت عليها أكثر من 57 اتفاقية، ومما يعزز هذا التوجه هو التوافق الكبير بين التشريعات الوطنية ومضامين تلك الاتفاقيات باستيعابها الكثير من مسائل حقوق الإنسان.

3. the Republic of Yemen believes that the Treaty should be amended in such a way as to prohibit the nuclear-weapon States from using such weapons against non-nuclear-weapon States and ensure that these weapons are not transferred to, stockpiled in or carried through the territory or territorial waters of non-nuclear-weapon States or neighbouring international waters.
٣( إن الجمهورية اليمنية ترى وجوب تعديل المعاهدة بما يضمن منع الدول المالكة لﻷسلحة النووية من استخدامها ضد الدول التي لا تمتلكها، وبما يكفل منع نقل هذه اﻷسلحة أو تخزينها في أراضي الدول التي لا تمتلكها، أو العبور في مياهها اﻹقليمية أو المياه الدولية المجاورة.

6. the Republic of Yemen reaffirms the need for the Treaty to incorporate provisions conducive to the elimination of the nuclear monopoly enjoyed by the nuclear-weapon States and for the developing countries to be given an opportunity to acquire expertise and know-how in the use of nuclear energy in development-related fields and for civilian purposes.
٦( إن الجمهورية اليمنية تؤكد ضرورة تضمين المعاهدة أحكاما من شأنها إزالة الاحتكار النووي الذي تتمتع به الدول المالكة، وأن تتاح للدول النامية إمكانية الحصول على الخبرة والمعرفة لاستخدامها في مجالات التنمية ولﻷغراض المدنية.

7. the Republic of Yemen believes that the Treaty should contain binding provisions to the effect that part of the resources that the nuclear-weapon States save as a result of the elimination of nuclear weapons should be allocated to the provision of assistance to help the developing countries to further their development process and improve their socio-economic situation.
٧( إن الجمهورية اليمنية ترى أهمية تضمين المعاهدة أحكاما ملزمة للدول النووية تقضي بتخصيص جزء من إمكاناتها التي توفرها من عملية التخلص من اﻷسلحة النووية لمساعدة الدول النامية للنهوض بمسيرتها التنموية وترتيب أوضاعها الاقتصادية والاجتماعية.

55. the Republic of Yemen is an Islamic State and its legislation stems from the sharia. When it ratified the Convention on the Rights of the Child, Yemen did not enter any reservations, although it did ratify the Convention without prejudice to the sharia. Yemen is in the process of creating a system of alternative care and of giving enhanced support to orphanages.
55- إن الجمهورية اليمنية دولة إسلامية استمدت قوانينها وتشريعاتها من الشريعة الإسلامية، وعند مصادقتها على الاتفاقية الدولية لحقوق الطفل لم تتحفظ على أي مادة من موادها ولكنها صادقت عليها بما لا يخالف أحكام الشريعة الإسلامية, وتقوم حالياً بتفعيل نظام الرعاية البديلة وكذلك تفعيل دور مؤسسات الرعاية الخاصة بالأيتام.
