I have the honour to bring to your attention the comments of the Ministry of Foreign Affairs of the Republic of Uzbekistan on the content of the report of the international Helsinki Federation for Human Rights concerning the situation of human rights in Uzbekistan (see annex).

2.7 As to the general human rights situation in Azerbaijan, the complainants provide copies of reports from Human Rights Watch, dated January 2006, Amnesty International, dated 2005 and the international Helsinki Federation for Human Rights, dated 2006.

In fact, even persons who discuss the subject openly, as a number of journalists have done, are being prosecuted (IHFHR).
والواقع أن إجراءات قضائية تتخذ حتى بحق اﻷشخاص الذين يناقشون الموضوع علناً، كما فعل عدد من الصحفيين )اتحاد هلسنكي الدولي لحقوق اﻹنسان(.

Moreover, in a report to the OSCE, prepared after a fact-finding mission in April 1997, the international Helsinki Federation for Human Rights stated that it was disturbed by the draft law, which could exclude education in minority languages even at private universities.
وعلاوة على ذلك، جاء في تقرير إلى منظمة اﻷمن والتعاون في أوروبا تم اعداده بعد ارسال بعثة لتقصي الحقائق في نيسان/أبريل ٧٩٩١، أن اتحاد هلسنكي الدولي لحقوق اﻹنسان قد صرﱠح بأن مشروع القانون يثير قلقه، إذ يمكن أن يستبعد التعليم بلغات اﻷقليات حتى في الجامعات الخاصة.
