Owing to the refusal of UNITA to respect the relevant Security Council resolutions and to comply with the provisions of the Lusaka Protocol, the humanitarian drama that affects the Angolan people and, in particular, the massive numbers of refugees and displaced persons, has reached intolerable levels.
