39. In December 2001, the General Assembly adopted resolution 56/168 on a " comprehensive and integral international convention to promote and protect the rights and dignity of persons with disabilities " , in which it acknowledged the important role played by the Standard Rules in influencing positive developments at the national and international levels.
39 - وفي كانون الأول/ديسمبر 2001، اتخذت الجمعية العامة القرار 56/168 بشأن وضع " اتفاقية دولية شاملة متكاملة تستهدف تعزيز وحماية حقوق المعوقين وكرامتهم " . وفيه أقرت الجمعية العامة بالدور الهام للقواعد الموحدة في التأثير في حدوث تطورات إيجابية على كل من الصعيدين الوطني والدولي.

16. Acknowledges the contributions and support of the Office of the High Commissioner to the process established by the General Assembly in resolution 56/168 on a comprehensive and integral international convention to protect and promote the rights and dignity of persons with disabilities, and encourages the Office to continue to do so in accordance with Assembly resolutions 56/168 and 57/229;

In December 2001, the General Assembly, in resolution 56/168, established an Ad Hoc Committee " to consider proposals for a comprehensive and integral international convention to protect and promote the rights and dignity of persons with disabilities " .
46- وفي كانون الأول/ديسمبر 2001، أنشأت الجمعية العامة، في قرارها 56/168، لجنة مخصصة " تضطلع بالنظر في مقترحات إعداد اتفاقية دولية شاملة متكاملة تستهدف تعزيز وحماية حقوق المعوقين وكرامتهم " .

43. At the 9th meeting, on 20 February, the representative of Mexico, also on behalf of Colombia,1 El Salvador and Guatemala, introduced a draft resolution entitled " comprehensive and integral international convention to promote and protect the rights and dignity of persons with disabilities " (E/CN.5/2003/L.5), which read:
43 - في الجلسة التاسعة، المعقودة في 20 شباط/فبراير، عرض ممثل المكسيك باسم المكسيك وكذلك باسم السلفادور وغواتيمالا وكولومبيا مشروع قرار بعنوان " اتفاقية دولية شاملة متكاملة تستهدف تعزيز وحماية حقوق المعوقين وكرامتهم " (E/CN.5/2003/L.5)، نصه كما يلي:

34. OHCHR continued to provide support to the Ad Hoc Committee established by the General Assembly in its resolution 56/168 " to consider proposals for a comprehensive and integral international convention to protect and promote the rights and dignity of persons with disabilities " .
34 - واصلت مفوضية الأمم المتحدة لحقوق الإنسان تقديم دعمها للجنة المخصصة التي أنشأتها الجمعية العامة في قرارها 56/168 " للنظر في مقترحات لإعداد اتفاقية دولية شاملة متكاملة تستهدف تعزيز وحماية حقوق المعوقين وكرامتهم " .

As a result, the General Assembly decided to establish an Ad Hoc Committee to consider proposals for a comprehensive and integral international convention to protect and promote the rights and dignity of persons with disabilities, taking into account the recommendations of the Commission on Human Rights and the Commission for Social Development.
ونتيجة لذلك، قررت الجمعية العامة إنشاء لجنة مخصصة " ...تضطلع بالنظر في مقترحات إعداد اتفاقية دولية شاملة متكاملة تستهدف حماية وتعزيز حقوق المعوقين وكرامتهم " ، مع مراعاة توصيات لجنة حقوق الإنسان ولجنة التنمية الاجتماعية.
