1. Every effort should be made to reach agreement on substantive matters by means of consensus. There should be no voting on such matters until all efforts to achieve consensus have been exhausted.

٢ - وبناء على ذلك، تبذل اللجنة ولجانها الفرعية وهيئاتها الفرعية قصارى جهدهــــا للوصول الى اتفاق بشأن المسائل الموضوعية عن طريق توافق اﻵراء ولا يجرى التصويت على هذه المسائل إلا بعد استنفاد جميع الجهود الرامية إلى التوصل إلى توافق في اﻵراء.
