91. The Commission has striven to improve the situation by a range of actions, including the new technical evaluation meeting process, but, unfortunately, Iraq has so far failed to deliver what is required to verify its claim even though it has been asked for this help repeatedly and has promised to give it in, for example, the Memorandum of Understanding of 23 February 1998.
