Recommendation on carbon dioxide capture and storage

This recommendation by the Executive Board of the clean development mechanism (CDM) is based on the assessment of three proposed new methodologies for carbon dioxide capture and storage (CCS) project activities and identifies a number of related issues.

In the area of carbon capture and storage (action (d)) the Community is cooperating with developing countries in projects such as CACHET, which seeks to enhance CO2 carbon dioxide capture and hydrogen production from gaseous fuels.

ولقد تم بالفعل شرح واستعراض كافة الجوانب الرئيسة لهذه التقنية ـ احتجاز ثاني أكسيد الكربون وتمريره إلى أنابيب ثم شحنه لتخزينه في مستودعات تحت الأرض ـ لكنها لم تخضع بعض للتجربة ولم يقم عليها الدليل والبرهان على نطاق ضخم. ولكن هناك أدلة قوية تؤكد أن عمليات احتجاز وتخزين الكربون لن تكلف العالم مبالغ ضخمة من الأموال.

(i) Any project emissions associated with the deployment of carbon dioxide capture and storage in geological formations shall be accounted for as project or leakage emissions and shall be included in the monitoring plans, including an ex-ante estimation of project emissions;
(ط) تحسب أية انبعاثات مشاريع مرتبطة بنشر أنشطة احتجاز وتخزين ثاني أكسيد الكربون في التكوينات الجيولوجية على أنها انبعاثات مشاريع أو انبعاثات متسربة وتُدرج ضمن خطط الرصد، بما في ذلك التقدير المسبق لانبعاثات المشاريع؛

(j) A thorough risk and safety assessment using a methodology specified in the modalities and procedures, as well as a comprehensive socio-environmental impacts assessment, shall be undertaken by (an) independent entity(ies) prior to the deployment of carbon dioxide capture and storage in geological formations;
(ي) يُجرى تقييم دقيق للمخاطر ومتطلبات السلامة باستخدام منهجية محددة في الطرائق والإجراءات، إضافة إلى إجراء تقييم شامل للآثار الاجتماعية - البيئية من جانب كيان مستقل أو كيانات مستقلة قبل الشروع في أنشطة احتجاز وتخزين ثاني أكسيد الكربون في التكوينات الجيولوجية؛

(l) The results of the risk and safety assessment, as well as the socio-environmental impacts assessment, referred to in paragraph 3 (j) and (k) above shall be considered when assessing the technical and environmental viability of carbon dioxide capture and storage in geological formations;
(ل) يُنظر في نتائج تقييم المخاطر ومتطلبات السلامة إضافة إلى تقييم الآثار الاجتماعية - البيئية، المشار إليها في الفقرة 3(ي) و(ك) أعلاه عند تقييم الجدوى التقنية والبيئية لأنشطة احتجاز وتخزين ثاني أكسيد الكربون في التكوينات الجيولوجية؛

The capture and storage of CO2 from biomass-based processes could lead to a net removal of CO2 from the atmosphere (or `negative emissions' ) provided that the biomass is harvested at a sustainable rate;

Nuclear power, another important source of zero-carbon energy, will also need to play a big role in the future, implying the need to bolster public confidence in its safety. Even fossil fuels can produce zero-carbon electricity, if carbon capture and storage is used.

88. The SBSTA further agreed to continue to work on the possible inclusion of carbon dioxide capture and storage in geological formations in the CDM at its thirty-third session through consideration of the issues listed in paragraph 86 above, with a view to the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol adopting a decision on this matter at its sixth session.
88- ووافقت أيضاً على أن تواصل خلال دورتها الثالثة والثلاثين تناول مسألة إمكانية إدراج احتجاز وتخزين الكربون في التكوينات الجيولوجية ضمن آلية التنمية النظيفة، وذلك ببحث المسائل الواردة في الفقرة 86 أعلاه توخياً لاعتماد مؤتمر الأطراف العامل بوصفه اجتماع الأطراف في بروتوكول كيوتو مقرراً بشأن هذه المسألة في دورته السادسة.
