8 - تدعو جميع الحكومات والمؤسسات في منظومة الأمم المتحدة إلى اتخاذ جميع التدابير الممكنة لضمان احترام السيادة الدائمة لشعوب الأقاليم غير المتمتعة بالحكم الذاتي على مواردها الطبيعية وصونها بصفة تامة، وفقا لقرارات الأمم المتحدة ذات الصلة بشأن إنهاء الاستعمار؛

His delegation held the view that international cooperation on transboundary aquifers should be based on respect for the permanent sovereignty of aquifer States over water resources within their territories; reasonable exploration and utilization of such water resources should in no way be restricted.
ويرى وفده أنه ينبغي للقانون الدولي بشأن طبقات المياه الجوفية العابرة للحدود أن يقوم على أساس احترام السيادة الدائمة لدول طبقة المياه الجوفية على الموارد المائية التي تقع في أقاليمها، وأن التنقيب المعقول عن هذه الموارد المائية والانتفاع المعقول بها ينبغي عدم تقييده بأي حال من الأحوال.
