However, that collective will has not been truly reflected because of the virtual monopoly on the veto exercised by a few States. That privilege has become an instrument to support aggression and humiliation against the weak, has led to the paralysis of the international community and to the imposition of the policy of fait accompli.
وللأسف، فقد اتضح أن التعبير عن تلك الإرادة الجماعية غير ممكن في ظل العدد المحدود لأعضاء مجلس الأمن، وفي ظل استئثار مجموعة صغيرة من الدول بحق النقض، هذا الامتياز الذي أصبح أداة لدعم العدوان، والدوس على حقوق الضعفاء، وشلّ إرادة المجتمع الدولي، وفرض الأمر الواقع مهما كان ظالما.

Despite these major strides towards the full implementation of the requirements of resolution 1559 (2004), the presence of Lebanese and non-Lebanese militias continues to pose a threat to the stability of the country and the region, and challenges the need for the Government of Lebanon and the Lebanese Armed Forces to exercise a monopoly on the use of force throughout Lebanon.
8 - ورغم هذا التقدم الهام الذي تحقق في مجال تنفيذ أحكام القرار 1559 (2004)، لا يزال وجود ميليشيات لبنانية وغير لبنانية يشكل تهديدا لاستقرار البلد والمنطقة، وحجر عثرة تحول دون استئثار الحكومة اللبنانية والجيش اللبناني دون سواهما بالحق في استخدام القوة في جميع أنحاء لبنان.

22. I therefore reiterate my call on donor countries to come forward to help the Lebanese armed forces meet their obligations under relevant Security Council resolutions, including the establishment of the democratically elected Government's monopoly on the legitimate use of force throughout Lebanon, in fulfilment of the provisions of resolution 1559 (2004).
