With regard to the issues noted by the parties that provided information in response to decision XXIII/11, a few parties stated that the lack of recording of ozonedepleting substances supplied to flag ships could provide a loophole for illegal trading as such amounts, not subject to import/export authorization, might be passed on to other flag ships operating on the high seas or in other ports.
