We are convinced that international efforts should be exerted to overcome any negative effects of the Use of Certain Conventional Weapons that may be deemed to have indiscriminate effects and cause excessive harm.

For example, I can refer in this connection to the 1981 Convention on Prohibitions or Restrictions on the Use of Certain Conventional Weapons Which May be Deemed to Be Excessively Injurious or to Have Indiscriminate Effects, which was negotiated within the framework of international humanitarian law.
في هذه المرحلة أنه من المفيد التذكير " فذكر فإن الذكرى تنفع المؤمنين " بأن اﻷسلحة التقليدية يتم التفاوض بشأنها في أطر عديدة وعلى سبيل المثال فإنه يمكن الاشارة في هذا الصدد الى اتفاقية حظر أو تقييد استخدام أسلحة تقليدية معينة يمكن اعتبارها مفرطة الضرر أو عشوائية اﻷثر في اتفاقية عام ١٨٩١ والتي تم التفاوض بشأنها في اطار القانون الدولي اﻹنساني.

8. With regard to article 5, paragraph 3, of the Declaration, it should be emphasized that such recent international legal instruments as the 1992 Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on Their Destruction draw a clear-cut distinction between the Use of Certain Conventional Weapons in international armed conflicts and their use in internal situations.
٨- وفيما يتعلق بالفقرة ٣ من المادة ٥ من اﻹعلان، ينبغي التشديد على أن صكوكاً قانونية دولية حديثة العهد مثل اتفاقية عام ٢٩٩١ لحظر استحداث وإنتاج وتخزين واستعمال اﻷسلحة الكيميائية وتدمير تلك اﻷسلحة، تميز تمييزاً واضحاً بين استخدام أسلحة تقليدية معينة في المنازعات الدولية المسلحة واستخدام تلك اﻷسلحة في الحالات الداخلية.
