Indonesia agreed to take the constitutional steps necessary to terminate its links with East Timor if the special autonomy option were rejected in the popular consultation (see para. 24 above).

Hence, it is Indonesia's sincere hope that the review of the security situation in East Timor will fully take into account the prevailing realities on the ground, including the Government's sincere efforts to fulfil its obligations with regard to security, and thereby assure a more peaceful and tranquil environment for the holding of the popular consultation.
ومن ثم تأمل إندونيسيا بإخلاص أن يأخذ استعراض الحالة اﻷمنية في تيمور الشرقية في الاعتبار التـام الحقائق السائـدة على أرض الواقع، بما في ذلك الجهود المخلصة التي تبذلها الحكومة للوفاء بالتزاماتها فيما يتعلق باﻷمن، لتكفل بذلك بيئة أكثر سلما وهدوءا ﻹجراء استطلاع رأي الشعب.

In this connection, I should like to inform the Security Council that, following the necessary consultations, I have decided to appoint Mr. Ian Martin (United Kingdom) as my Special Representative for the East Timor popular consultation.
وفي هذا الصدد، أود إحاطة مجلس اﻷمن علما بأنني قررت، بعد إجراء المشاورات اللازمة، أن أعين السيد إيان مارتن )المملكة المتحدة( ممثلا خاصا لي في استطلاع رأي الشعب في تيمور الشرقية.

16. In view of the time required for carrying out the proposed adjustments, I recommend that the Security Council positively consider the recommendations regarding the composition of UNAMET as soon as possible and authorize them for an initial period of three months from the date of the popular consultation scheduled for 30 August 1999.
١٦ - وبالنظر للوقت اللازم لتنفيذ التعديلات المقترحة، أوصي بأن ينظر مجلس اﻷمن إيجابيا في التوصيات المتعلقة بتشكيل بعثة اﻷمم المتحدة في تيمور الشرقية في أقرب أجل ممكن ويأذن بها لفترة أولية تتألف من ثلاثة أشهر اعتبارا من تاريخ عملية استطلاع رأي الشعب المقرر إجراؤها في ٣٠ آب/ أغسطس ١٩٩٩.

The Community of Portuguese-Speaking Countries (CPLP) expresses its deep appreciation for the exemplary and democratic manner in which the people of East Timor exercised their right to choose their own future through the popular consultation that took place on 30 August 1999, the results of which have unequivocally expressed the option of this brotherly people for national independence.
تعرب جماعة البلدان الناطقة بالبرتغالية عن تقديرها العميق للطريقة النموذجية والديمقراطية التي مارس بها الشعب في تيمور الشرقية حقه في اختيار مستقبله من خلال استطلاع رأي الشعب الذي جرى في ٣٠ آب/أغسطس ١٩٩٩ والذي أوضحت فيه النتائج بشكل قاطع خيار هذا الشعب الشقيق في الاستقلال الوطني.

3. I should further point out that, under article 7 of the Agreement, it is foreseen that the United Nations will maintain an adequate presence in East Timor during the interim period between the conclusion of the popular consultation and the start of the implementation of either the special autonomy or the assumption of authority by the United Nations.
٣ - وينبغي أن أشير كذلك إلى أنه من المنتظر، بموجب المادة ٧ من الاتفاق، أن تحتفظ اﻷمم المتحدة بتواجد كاف في تيمـور الشرقيـة أثنـاء الفتـرة المؤقتـة التي تنقضي فيما بين الانتهـاء من استطلاع رأي الشعب والبدء في تنفيذ أي من الحكم الذاتي الخاص أو استلام اﻷمم المتحدة للسلطة.
