Mr. Ismail Khan underlined the fact that the gathering was held in Afghanistan and that it represented the first opportunity to show the Afghan people that their destiny is not exclusively in the hands of political parties.

Mr. Ismail Khan informed the Special Rapporteur that it had been agreed that general elections should be held and that a Grand National Assembly (Loya Jirga) should be convened.

Overall, it appears that following the successful elimination by Governor Ismail Khan of his rivals in Herat, some factional leaders have concluded that the fragile inter-factional power-sharing arrangements that have been in place in several provinces of the north since 2002 can be overturned through military means and with impunity.

In addition, it was instrumental in separating the forces of Ismail Khan and his opponents, Amanullah Khan (Shindand) and Zahir Khan (Qala-e-Naw), in western Afghanistan during the conflict in August 2004, when it deployed two battalions to the area at short notice, where they provided a buffer between the belligerent forces to allow negotiations to continue.
