The promising work done within the United Nations since the watershed adoption of the Declaration on Measures to Eliminate International Terrorism in 1994 had demonstrated not only the seriousness with which Member States addressed the issue but also the effectiveness of the General Assembly as the premier deliberative and legislative body of the United Nations system.

20. Cuba emphasized that General Assembly resolution 49/60, entitled " Measures to eliminate international terrorism " had represented a breakthrough which was still influencing international policy, through the adoption of the Declaration on Measures to Eliminate International Terrorism.

Some 11 years after the adoption of the Declaration on the Right and Responsibility of Individuals, Groups and Organs of Society to Promote and Protect Universally Recognized Human Rights and Fundamental Freedoms (the Declaration on Human Rights Defenders), which makes clear the commitments of Member States, relative progress has been achieved, but insecurity remains and defenders are still at risk.
3- وبعد مضي نحو أحد عشر عاماً على اعتماد الإعلان المتعلق بحق ومسؤولية الأفراد والجماعات وهيئات المجتمع في تعزيز وحماية حقوق الإنسان والحريات الأساسية المعترف بها عالمياً (الإعلان المتعلق بالمدافعين عن حقوق الإنسان)، الذي يبيّن التزامات الدول الأعضاء، أُحرز تقدم نسبي غير أن انعدام الأمن لا يزال قائماً والمدافعين عن حقوق الإنسان لا يزالون عرضة للخطر.

65. The General Assembly acknowledged the importance of the commitment of individuals, non-governmental organizations and other sectors of civil society to the protection of human rights by adopting the Declaration on the Right and Responsibility of Individuals, Groups and Organs of Society to Promote and Protect Universally Recognized Human Rights and Fundamental Freedoms by its resolution 53/144.
65- سلمت الجمعية العامة بأهمية التزام الأفراد والمنظمات غير الحكومية وقطاعات المجتمع المدني الأخرى بحماية حقوق الإنسان عن طريق اعتماد الإعلان المتعلق بحق ومسؤولية الأفراد والجماعات وهيئات المجتمع في تعزيز وحماية حقوق الإنسان والحريات الأساسية المعترف بها عالمياً، وذلك بقرارها 53/144.

9. It was at its fourth session, by adopting the Declaration on the commitments to enhance the implementation of the obligations of the Convention, that the COP decided to give due consideration to the provisions of this Declaration in the framework of the regular review of the implementation of the Convention.
9- وإنما قرر مؤتمر الأطراف في دورته الرابعة، بعد اعتماد الإعلان المتعلق بالتعهدات المتصلة بتعزيز تنفيذ الالتزامات بموجب الاتفاقية()، إيلاء الاعتبار اللازم لأحكام هذا الإعلان في إطار الاستعراض الدوري لتنفيذ الاتفاقية.

This was the solution favoured by the General Assembly when it adopted the Declaration on the Protection of All Persons from Enforced Disappearances, which stipulates that persons presumed responsible for such crimes " shall be tried only by the competent ordinary courts in each State, and not by any other special tribunal, in particular military courts " .
