Article 2 of the Vienna Convention on the Law of Treaties defines " reservation " as a " unilateral statement, however phrased or named, made by a State, when signing, ratifying, accepting, approving or acceding to a Treaty, whereby it purports to exclude or to modify the legal effect of certain provisions of the Treaty in their application to that State " .
14- وتعرِف المادة 2 من اتفاقية فيينا لقانون المعاهدات " التحفظ " بأنه " إعلان من جانب واحد " ، أيا كانت صيغته أو تسميته، تصدره دولة ما حين توقع معاهدة أو تصدقها أو تقبلها أو تقرها أو تنضم إليها، مستهدفة به استبعاد أو تغيير الأثر القانوني لبعض أحكام المعاهدة في تطبيقها على تلك الدولة " .

That may not, however, be the case for reservations that seek to exclude or modify the legal effect of some provisions of the treaty or of the treaty as a whole with respect to certain specific aspects in their application to a territory not previously covered by the treaty.
