2. judicial decisions and administrative rulings with precedent value in connection with procurement covered by this Law shall be made available to the public.
2- تُتاح للجمهور نصوصُ الأحكام القضائية والقرارات الإدارية التي لها قيمة السوابق فيما يتعلق بالاشتراء المشمول بهذا القانون.

Paragraph (2) of the article deals with a distinct category of legal texts -- judicial decisions and administrative rulings with precedent value.
6- وتتناول الفقرة (2) من المادة فئة متميّزة من النصوص القانونية هي الأحكام القضائية والقرارات الإدارية التي لها قيمة السوابق.

(2) judicial decisions and administrative rulings with precedent value in connection with procurement covered by this Law shall be made available to the public.
(2) تُتاح للجمهور نصوص الأحكام القضائية والقرارات الإدارية التي لها قيمة السوابق فيما يتعلق بالاشتراء المشمول بهذا القانون.

The title of the article has been broadened to reflect the substantive changes made in the article, which is now split into two paragraphs: the first dealing with legal texts of general application that must be promptly made accessible to the public and systematically maintained, and the second dealing with judicial decisions and administrative rulings with precedent value that must be made available to the public.
16- تمّ توسيع نطاق العنوان لبيان التعديلات الجوهرية التي أجريت على المادة بحيث أصبحت الآن مقسّمة إلى فقرتين تتناول أولاهما النصوص القانونية ذات التطبيق العام التي ينبغي أن تكون في متناول الجمهور بسرعة وأن تُستكمل بانتظام، وتتناول الثانية الأحكام القضائية والقرارات الإدارية التي لها قيمة السوابق والتي يجب أن تكون في متناول الجمهور.

29. It was agreed that the Guide should explain that, depending on legal traditions of enacting States, interpretative texts of importance to suppliers or contractors might be covered by either paragraph 1 or paragraph 2 of article 5, and the Secretariat was requested to address in this regard whether the phrase " judicial decisions and administrative rulings " would be sufficiently broad to cover all intended decisions and rulings.
29- واتُفق على أن يوضّح الدليل أن النصوص التفسيرية ذات الأهمية للمورّدين أو المقاولين يمكن، رهنا بالتقاليد القانونية للدول المشترعة، أن تكون مشمولة إما بالفقرة 1 أو بالفقرة 2 من المادة 5، وطُلب إلى الأمانة أن تبحث في هذا الصدد ما إذا كانت عبارة " الأحكام القضائية والقرارات الإدارية " ستكون واسعة بما يكفي لتشمل جميع القرارات والأحكام المقصودة.
