4 - يوافق مؤتمر الأطراف بتوافق الآراء في أول اجتماع له على نظام داخلي وقواعد مالية، له أو لأي من هيئاته الفرعية، إضافة إلى الأحكام المالية التي تنظم سير عمل الأمانة، ويعتمد تلك النصوص.
