247. Increased requirements for air transportation for 2009 are mainly due to the proposed incorporation in the Mission's air fleet of one additional fixed-wing and one additional rotary-wing aircraft and their associated operational costs, and to the increase in the price of oil.

229. The anticipated unencumbered balance in 2012-2013 relates mainly to an overall reduced utilization of the Mission's air fleet during the biennium, which in turn resulted in lower rental and operation charges, services, ground handling changes and a reduced consumption of fuel.

The reduced utilization of the Mission's air fleet is reflected in the discontinuation of: two rotary-wing aircrafts in 2012 and one fixed-wing aircraft in 2013 and the weekly shuttle flights to Dubai, United Arab Emirates, effective 1 July 2013.

Upon enquiry, the Advisory Committee was informed that the configuration of the Mission's air fleet had been reviewed taking into account the projected phased deployment of troops until 30 June 2009, and that the envisaged deployment of 16 additional helicopters would provide the Mission with capacity commensurate with its new mandate.

In view of the anticipated expansion of the Mission into additional provinces; the continuing deterioration of the security situation, which further limits staff movements by road; the need to maintain adequate medical evacuation capabilities; and the requirement to transport cargo throughout Afghanistan; it is proposed to add two additional rotary-wing and one additional fixed-wing aircraft to complement the Mission's air fleet.

As for the $12,858,600 that had been requested for air transportation, according to information provided to the Advisory Committee, the configuration of the Mission's air fleet had been reviewed taking into account the projected phased deployment of troops until 30 June 2009, and the envisaged deployment of 16 additional helicopters and two fixed-wing aircraft would provide it with capacity commensurate with its new mandate.
