The prevention of arms races, the strengthening of the regimes established under the Treaty for the Prohibition of Nuclear Weapons in Latin America and the Caribbean and the creation of nuclear-weapon-free zones require all our support and our attention.

In that connection, the member States of the Agency for the Prohibition of Nuclear Weapons in Latin America and the Caribbean (OPANAL) had recently issued the Lima Appeal calling for the creation of greater international public awareness in order to advance in every field of action towards a complete prohibition of the use and manufacture of nuclear weapons and other weapons of mass destruction.

Peru has also promoted the signing of a cooperation agreement between the Agency for the Prohibition of Nuclear Weapons in Latin America and the Caribbean (OPANAL) and the Provisional technical secretariat of the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization, which was signed and entered into force in 2002.

By way of an example of the respect that it has for the general environmental norms in disarmament and arms control agreements, on 29 March 2004, Mexico signed an Additional Protocol to its safeguards agreement with IAEA, in keeping with its obligations under the Treaty on the Non-Proliferation of Nuclear Weapons and the Treaty for the Prohibition of Nuclear Weapons in Latin America and the Caribbean (Treaty of Tlatelolco).
