Sri Lanka firmly believes that while the nuclear-weapon States are engaged in a phased approach to reducing their nuclear arsenals, the international community as a whole has the responsibility of swiftly engaging in multilateral negotiations towards eliminating the existing nuclear weapons and ensuring that no country will ever be permitted to manufacture, stockpile or use such weapons in the future.
