كما توصي الدولة الطرف بوضع أدوات إحصائية موثوقة ومناسبة لضمان التحديد الذاتي للهوية في تعداد 2012 ولضمان المشاركة الكاملة والفعالة للشعوب الأصلية الريفية والبوليفيين من أصل أفريقي في جميع مراحل عملية التعداد إضافة إلى شمل الشعوب النائية جداً من الناحية الجغرافية.

The Committee further recommends that the indigenous original campesino and Afro-Bolivian peoples and nations be guaranteed access to the courts or to any special independent body established for this purpose so that they may defend their traditional rights, their right to be consulted before concessions are awarded and their right to receive fair compensation for any harm or damage suffered.
وتوصي اللجنة أيضاً بضمان حق الشعوب والأمم الأصلية الريفية والبوليفيين من أصل أفريقي في اللجوء إلى المحاكم أو أي هيئة مستقلة تنشأ خصيصاً لهذه الغاية، وذلك من أجل الدفاع عن حقوقهم التقليدية وعن حقهم في أن يستشاروا قبل منح الامتيازات، وكذا في تلقي تعويض عادل عن أي ضرر يتعرضون له.

12. The Committee is concerned about the lack of reliable statistical data in the State party's report regarding indigenous original campesino peoples, Bolivians of African descent and all groups that make up Bolivian society.
12- ويساور اللجنة القلق لعدم وجود بيانات إحصائية موثوقة في تقرير الدولة الطرف بشأن الشعوب الأصلية الريفية والبوليفيين من أصل أفريقي وجميع المجموعات التي يتألف منها المجتمع البوليفي.

20. While recognizing the existence of the constitutional right to consultation of the indigenous original campesino and Afro-Bolivian peoples and nations, the Committee is concerned at the difficulties surrounding the exercise of this right in practice.

(20) While recognizing the existence of the constitutional right to consultation of the indigenous original campesino and Afro-Bolivian peoples and nations, the Committee is concerned at the difficulties surrounding the exercise of this right in practice.

17. The Committee regrets the occurrence of conflicts and acts of racist violence against members of indigenous original campesino peoples and nations, some of which have resulted in deaths, and notes that these incidents have become worse since 2006 and have included clashes in Cochabamba, Chuquisaca, Santa Cruz and Pando.
17- وتعرب اللجنة عن أسفها للنزاعات ولأعمال العنف العنصرية المرتكبة في حق الشعوب والأمم الأصلية الريفية التي وصلت حداً سقط فيه قتلى والتي تفاقمت انطلاقاً من عام 2006 ووصلت إلى حد المواجهات في كوتشابامبا، وتشوكيساكا، وسانتا كروز، وباندو.

The Committee also reminds the State party of paragraph 11 of its guidelines on the presentation of reports (CERD/C/2007/1) and recommends that, in its next periodic report, the State party include updated, disaggregated statistics on indigenous original campesino peoples and Bolivians of African descent.
وتذكِّر اللجنة أيضاً بالفقرة 11 من مبادئها التوجيهية المتعلقة بتقديم التقارير (CERD/C/2007/1) وتوصي الدولة الطرف بأن تضمِّن تقريرها الدوري المقبل بيانات إحصائية مصنَّفة ومحدثة بشأن الشعوب الأصلية الريفية والبوليفيين من أصل أفريقي.

Focusing on agriculture and rural development, IFAD has provided a significant contribution to the reduction of poverty among rural indigenous peoples, for whom the issue of land rights, territory and agricultural production is of vital interest.

8. The reasons for the increase in migration of indigenous peoples to urban centres are multi-faceted. Among them are the widespread and disproportionate poverty in rural indigenous communities and the lack of employment possibilities, as well as forced displacement and armed conflict.
