85. The Article 5 extensions process has demonstrated the inadequacies of the management of information for mine action on the part of several States Parties that are in the process of implementing Article 5.

3. The purpose of this paper is to encourage States Parties in the process of implementing Article 4 of the Convention on Cluster Munitions to identify, rapidly and accurately, contaminated areas and utilise the full range of methods to facilitate the safe and efficient release of land back to communities for productive use.

10. In order to ensure the expedient, efficient and safe release of mined areas, States Parties in the process of implementing Article 5 are encouraged to develop national plans that employ, as required, the full range of methods, in addition to clearance, available to release land.
10- وبهدف ضمان الإفراج المناسب والفعال والمأمون عن المناطق الملغومة، فإن الدول الأطراف التي هي بصدد تنفيذ المادة 5 تُشجَّع على وضع خطط وطنية تشمل، عند الاقتضاء، إضافة إلى التطهير، النطاق الكامل للأساليب المتاح استخدامها للإفراج عن الأراضي.

In this context, in early 2011 the GICHD launched the Guide to Land Release - Technical Methods and an outreach programme to assist States Parties in the process of further developing and improving the release of land through technical survey.

(c) States Parties in the process of implementing Article 5 should report as required annually on the location of all mined areas that contain, or are suspected to contain, anti-personnel mines under their jurisdiction or control, progressively improving the information that is provided.
(ج) ينبغي للدول الأطراف التي هي بصدد تنفيذ المادة 5 أن تبلغ سنوياً، كما هو مطلوب، بمواقع جميع المناطق الملغومة المشمولة بولايتها أو تخضع لسيطرتها التي تحتوي، أو يشتبه في أنها تحتوي، على ألغام مضادة للأفراد، محسّنةً بالتدريج نوعية المعلومات المقدمة.

(c) States Parties in the process of implementing Article 4 should communicate to other States Parties, through annual transparency reports, at every meeting of the Standing Committee on Stockpile Destruction and at every meeting of the States Parties, plans to implement Article 4, successively reporting increasing progress that is being made towards the fulfillment of Article 4 obligations.
(ج) ينبغي للدول الأطراف التي هي بصدد تنفيذ المادة 4 أن تبلغ الدول الأطراف الأخرى، عبر تقارير سنوية شفافة، في كل اجتماع للجنة الدائمة المعنية بتدمير المخزونات وفي كل اجتماع للدول الأطراف، خططها الرامية إلى تنفيذ المادة 4، مبلغةً باستمرار عن التقدم المتزايد المحرز من أجل الوفاء بالتزامات المادة 4.

60. Through information provided by States Parties in the process of implementing Article 5, particularly on the part of States Parties that have submitted detailed requests for extensions on Article 5 deadlines, it is possible to conclude that efforts to clear mined areas in the context of fulfilling Convention obligations has yielded impressive socio-economic benefits.
60- ومن خلال المعلومات التي قدمتها الدول الأطراف التي هي بصدد تنفيذ المادة 5، ولا سيما الدول الأطراف التي قدمت طلبات مفصلة لتمديد المواعيد النهائية لتنفيذ أحكام المادة 5، يمكن استنتاج أن الجهود المبذولة لتطهير المناطق الملغومة في سياق الوفاء بالالتزامات المنصوص عليها في الاتفاقية أسفرت عن فوائد اجتماعية - اقتصادية مدهشة.

ولاحظت الدول الأطراف أن العديد من الدول الأطراف التي هي بصدد تنفيذ أحكام المادة 5، والدول الأطراف التي احتفظت بالألغام المضادة للأفراد للأغراض المسموح بها و/أو التي لم تبلغ بعد عن اتخاذ تدابير قانونية أو غيرها من التدابير وفقاً لأحكام المادة 9، لم تحدّث المعلومات المتعلقة بالشفافية على النحو المطلوب.
