While some contributions have been made by Parties included in Annex II to the Convention, there is a considerable shortfall in resources, which compromises the timely implementation of the activities in the workplan approved by the COP.
وقدمت الأطراف المدرجة في المرفق الثاني من الاتفاقية بعض المساهمات، إلا أن هناك نقصاً شديداً في الموارد، مما يقوض التنفيذ المناسب من حيث الوقت للأنشطة المدرجة في خطة العمل التي وافق عليها مؤتمر الأطراف.

In accordance with decision 11/CP.1, " in mobilizing funds, the operating entity or entities should provide all relevant information to developed country Parties and other Parties included in Annex II to the Convention, to assist them to take into full account the need for adequacy and predictability in the flow of funds.
ووفقاً للمقرر 11/م أ-1، " ينبغي لكيان أو كيانات التشغيل، لدى تعبئة الأموال، أن توفر جميع المعلومات ذات الصلة إلى البلدان المتقدمة النمو الأطراف وإلى غيرها من الأطراف المدرجة في المرفق الثاني من الاتفاقية، وذلك لمساعدتها على المراعاة الكاملة لضرورة كفاية تدفق الأموال، وإمكانية التنبؤ به.

Developed country Parties and other developed Parties included in Annex II to the Convention are urged to facilitate and support the needs assessments process, recognizing the special circumstances of least developed countries.
6- وتحث البلدان المتقدمة الأطراف وسائر البلدان المتقدمة الأطراف المدرجة في المرفق الثاني من الاتفاقية على تيسير ودعم عملية تقييم الاحتياجات إقراراً بالظروف الخاصة بأقل البلدان نمواً.

Support programmes by Annex II Parties for economic DIVERSIFICATION IN NON-ANNEX I PARTIES
رابعاً - برامج الدعم التي تنفذها الأطراف المدرجة في المرفق الثاني من الاتفاقية من أجل التنويع الاقتصادي في الأطراف غير المدرجة في المرفق الأول

Urges Parties included in Annex II to the Convention, and other Parties in a position to do so, to provide financial support for the implementation of the Nairobi work programme;
14- يحث الأطراف المدرجة في المرفق الثاني من الاتفاقية، وغيرها من الأطراف الأخرى القادرة، على تقديم الدعم المالي لتنفيذ برنامج عمل نيروبي؛

4. Also invites Parties included in Annex II to the Convention and other Parties that are in a position to do so, multilateral, bilateral and international agencies and the private sector to continue providing financial resources to support capacity-building action in developing countries;
4- يدعو أيضاً الأطراف المدرجة في المرفق الثاني من الاتفاقية وغيرها من الأطراف القادرة على ذلك، والمؤسسات المتعددة الأطراف والثنائية والدولية والقطاع الخاص إلى مواصلة إتاحة الموارد المالية لدعم بناء القدرات في البلدان النامية؛

4. Invites Parties included in Annex II to the Convention to continue contributing, and other Parties in a position to do so to contribute, to the Least Developed Countries Fund for the implementation of the least developed countries work programme;
4- يدعو الأطراف المدرجة في المرفق الثاني من الاتفاقية إلى مواصلة المساهمة في الصندوق الخاص بأقل البلدان نمواً، كما يدعو الأطراف الأخرى القادرة على ذلك إلى المساهمة فيه، من أجل تنفيذ برنامج العمل الخاص بأقل البلدان نمواً؛

All the priority needs outlined in the framework for capacity-building in EIT countries have been covered through various capacity-building projects and programmes supported by Parties included in Annex II to the Convention (Annex II Parties), the GEF and bilateral and multilateral agencies.
11- تم تغطية جميع الاحتياجات ذات الأولوية المحدد خطوطها في إطار بناء القدرات في بلدان الاقتصادات الانتقالية من خلال شتى مشاريع وبرامج بناء القدرات المدعومة من الأطراف المدرجة في المرفق الثاني من الاتفاقية (أطراف المرفق الثاني) ومن مرفق البيئة العالمية والوكالات الثنائية والمتعددة الأطراف.

The major sources of information include: (a) national communications from developing country Parties relating to capacity-building activities; (b) national communications from Parties included in Annex II to the Convention on activities and programmes related to the implementation of this framework; and (c) reports from the GEF and other agencies.
وتشمل المصادر الأساسية للمعلومات: (أ) البلاغات الوطنية المقدمة من الأطراف من البلدان النامية فيما يتعلق بأنشطة بناء القدرات؛ و(ب) البلاغات الوطنية المقدمة من الأطراف المدرجة في المرفق الثاني من الاتفاقية فيما يتعلق بالأنشطة والبرامج ذات الصلة بتنفيذ هذا الإطار؛ و(ج) التقارير المقدمة من مرفق البيئة العالمية وغيره من الوكالات.

The CGE and the secretariat appreciate the financial assistance provided by Annex II Parties to develop the training materials and to organize the hands-on training workshops for the preparation of national communications.
33- ويعرب الفريق والأمانة عن تقديرهما للمساعدة المالية التي قدمتها الأطراف المدرجة في المرفق الثاني من أجل إعداد المواد التدريبية وتنظيم حلقات التدريب العملي بشأن إعداد البلاغات الوطنية.

The main channels for Annex II Parties to contribute to climate change-related multilateral assistance include the GEF Trust Fund and two special funds: the Special Climate Change Fund (SCCF), which is operated by the GEF, and the Least Developed Countries Fund (LDCF).
31- وأهم القنوات التي يمكن أن تسلكها الأطراف المدرجة في المرفق الثاني من أجل المساهمة في المساعدة المتعددة الأطراف المتصلة بتغير المناخ تشمل الصندوق الاستئماني لمرفق البيئة العالمية وصندوقين خاصين هما: الصندوق الخاص لتغير المناخ الذي يريده مرفق البيئة العالمية وصندوق أقل البلدان نمواً.

In this context, support programmes that Annex II Parties may provide to developing country Parties for economic diversification need to consist, not only of financial and technical assistance for developing structural and institutional capacity, but also of improvement of market access and facilitation of transfer of technology and inflows of private capital.
وفي هذا السياق، فإن برامج الدعم التي قد تنفذها الأطراف المدرجة في المرفق الثاني من الاتفاقية لفائدة الأطراف من البلدان النامية من أجل تحقيق التنويع الاقتصادي ينبغي أن تشمل ليس فقط المساعدة المالية والتقنية لتطوير القدرة الهيكلية والمؤسسية، وإنما أيضاً تحسين الوصول إلى الأسواق وتسهيل نقل التكنولوجيا والتدفقات الداخلة من رأس المال الخاص.
