Article 11 Obligation of a State to take measures to combat the illicit transfer and non-return of children abroad.

It noted that the Criminal Code does not address the issue of abduction of children per se, but does address the issue of children deported illegally.

The bilateral agreements with France and Canada are amongst the many bilateral agreements that Lebanon has ratified. These two bilateral agreements are based on article 11 of the Convention on the Rights of the Child with regards to combating the illicit transfer and non return of children abroad in application of the Vienna convention of 1967.
أبرم لبنان عدة اتفاقيات ثنائية منها مع دولتي فرنسا وكندا، مبنية على أحكام المادة 11 من اتفاقية حقوق الطفل المتعلقة بمكافحة نقل الأطفال إلى الخارج وعدم عودتهم بصورة غير شرعية، تطبيقاً لاتفاقية فيينا لعام 1967.

The Committee also recommends that maximum assistance be provided through diplomatic and consular channels, in order to solve cases of illicit transfer and non-return of children arising in such States, in the best interest of the children involved.
وتوصي اللجنة أيضاً بتقديم المساعدة القصوى، من خلال القنوات الدبلوماسية والقنصلية، لحل القضايا المتعلقة بنقل الأطفال إلى الخارج بصورة غير مشروعة وعدم عودتهم، التي تظهر في هذه الدول، بطريقة تخدم المصلحة الفضلى للأطفال المعنيين.
