Develop a legal framework and strategy in order to protect children and prevent discrimination against children infected with and affected by HIV/AIDS;

The State party should make use of the International Guidelines on HIV/AIDS and Human Rights (E/CN.4/1997/37) and the Committee's general comment No. 3 on HIV/AIDS and the rights of the child, in order to promote and protect the rights of children infected with and affected by HIV/AIDS.
وينبغي أن تستخدم الدولة الطرف المبادئ التوجيهية المتعلقة بفيروس نقص المناعة البشرية/متلازمة نقص المناعة المكتسب (الإيدز) وحقوق الإنسان (E/CN.4/1997/37) وتعليق اللجنة العام رقم 3 بشأن الإيدز وفيروس نقص المناعة البشرية وحقوق الطفل، بغية تعزيز وحماية حقوق الأطفال المصابين أو المتأثرين بهذا المرض.

(b) To intensify their support of national efforts against HIV/AIDS aimed at providing assistance to children infected or affected by the epidemic, focusing particularly on the worst-hit regions of Africa and where the epidemic is severely setting back national development gains;
