وتطلب اللجنة إلى الدولة الطرف تضمين تقريرها الدوري المقبل بيانات مفصلة، على أساس سنوي، عن عدد وأصل الأطفال المودعين في المؤسسات أو دور الكفالة، ومتوسط فترة إقامتهم، وأسباب إيداعهم، والتدابير المتخذة للمّ شمل الأطفال مع والديهم الأصليين.

(d) Ensure that children placed in institutions have access to adequate complaint and consultation mechanisms;

The Committee is further concerned that children in institutions are not always integrated into mainstream education and do not always receive the necessary mental health services.
كما تشعر اللجنة بالقلق لأن الأطفال المودعين في المؤسسات لا يُسجلون دوماً في نظام التعليم العادي ولا يتلقون في كثير من الأحيان خدمات الصحة العقلية الضرورية.

The Committee recommends that the State party review existing policies and practices to ensure that children in institutions can maintain links with their families.
وتوصي اللجنة الدولة الطرف باستعراض السياسات والممارسات القائمة لضمان احتفاظ الأطفال المودعين في المؤسسات بعلاقاتهم بأسرهم.

The Committee notes with concern the increasing number of children institutionalized as a result of abuse and neglect.
وتلاحظ اللجنة بقلق تزايد عدد الأطفال المودعين في المؤسسات نتيجة الاعتداء عليهم واهمالهم.

69. The Committee expresses its concern at the high number of children who are placed in institutions and at the living conditions in these institutions, and at the increasing number of children who are abandoned by their parents.
69- تعرب اللجنة عن قلقها إزاء العدد المرتفع من الأطفال المودعين في المؤسسات وإزاء ظروف المعيشة في هذه المؤسسات وإزاء تزايد عدد الأطفال الذين يتخلى عنهم آباؤهم.

(g) In light of article 25 of the Convention, ensure that children placed in institutions and other forms of alternative care are regularly monitored and supervised;

(ج) اتخاذ جميع التدابير اللازمة لتمكين الأطفال المودعين في المؤسسات من العودة إلى أسرهم كلما كان ذلك ممكناً وعدم النظر في إيداع الأطفال في المؤسسات إلا كآخر ملاذ؛

The Committee notes the large number of children in institutions managed by the private sector, and regrets the lack of information and oversight by the state on these institutions.
وتلاحظ اللجنة ضخامة عدد الأطفال المودعين في المؤسسات التي يديرها القطاع الخاص، وتعرب عن أسفها لقلة المعلومات المتاحة عن هذه المؤسسات وإشراف الدولة عليها.

(e) Ensure that children in institutions are integrated into mainstream education, and that they have access to mental health services when required; and
(ﻫ) ضمان التحاق الأطفال المودعين في المؤسسات بالتعليم العادي وحصولهم على خدمات الصحة العقلية عند الاقتضاء؛

(e) Take all necessary measures to prevent neglect and ill-treatment of children in institutions and provide support and training for personnel in institutions, including social workers;
(ه) اتخاذ جميع التدابير اللازمة لمنع إهمال وسوء معاملة الأطفال المودعين في المؤسسات وتوفير الدعم والتدريب للموظفين العاملين في المؤسسات، بمن فيهم العاملون الاجتماعيون؛

(c) Juvenile offenders, in the Netherlands, are sometimes detained with children institutionalized for behavioural problems;

400. The Committee notes the development of the Child Care Reform and the establishment of the Working Group for Alternatives to Institutionalization, but expresses its serious concern at the large number of children who are placed in institutions as a measure of social protection.
