The Committee recommends that cases of abuse and ill-treatment of children be properly investigated, sanctions applied to perpetrators and publicity given to decisions taken in order to enhance understanding of this phenomenon, and that in order to achieve this, an easily accessible and child-friendly complaint procedure be established.
وتوصي اللجنة بالتحقيق على النحو المناسب في حالات الاعتداء على الأطفال وإساءة معاملتهم وتطبيق العقوبات على المرتكبين، وبنشر القرارات المتخذة، حرصاً على زيادة فهم هذه الظاهرة، ولتحقيق ذلك ينبغي إيجاد إجراء للشكاوى يسهل الوصول إليه ويكون مراعياً لمتطلبات الأطفال.

The Committee further recommends that the State party investigate the allegations of torture and ill-treatment of children, including harassment of adolescents due to their appearance, ethnicity or poverty, and take all necessary measures to bring the alleged perpetrators to justice and avoid impunity.
وتوصي اللجنة كذلك بأن تحقق الدولة الطرف في ادعاءات تعذيب الأطفال وإساءة معاملتهم بما في ذلك مضايقة مراهقين بسبب مظهرهم أو عرقهم أو فقرهم، كما توصيها باتخاذ جميع التدابير الضرورية لتقديم من يُدّعى ارتكابهم تلك الأفعال إلى العدالة وضمان معاقبتهم.

The Convention offered a clear framework for protecting children, with its emphasis on the rights of the child to survival, protection, development and participation and the priority it gave to reducing infant and maternal mortality, malnutrition and illiteracy, ensuring access to safe drinking water and basic education and combating the root causes of all forms of exploitation and abuse of children.

Investigate and prosecute all cases of torture and illtreatment of children;
(ب) التحقيق في جميع حالات تعذيب الأطفال وإساءة معاملتهم ومحاكمة مرتكبيها؛

(b) An assessment of violations of rights and abuses of children in armed conflict, including in the context of illicit exploitation and trafficking of natural resources and of illicit trafficking of small arms in conflict zones;

(ج) تحسين الإبلاغ عن حالات العنف ضد الأطفال وإساءة معاملتهم، وذلك بوسائل منها مثلاً إنشاء نظام للإبلاغ الإلزامي خاص بالمهنيين العاملين مع الأطفال ومن أجلهم، وتدريب المهنيين كالمدرِّسين والموظفين المكلفين بإنفاذ القوانين والمهنيين العاملين في المجال الصحي والمرشدين الاجتماعيين والقضاة على تحديد حالات الاعتداء على الأطفال وإساءة معاملتهم والإبلاغ عنها ومعالجتها؛

(a) The short- and long-term health consequences of violence against children and child maltreatment are widely recognized.

(iii) The consolidation of a national system of data collection, analysis and dissemination, and a research agenda on violence and ill-treatment against children.

792. While noting that domestic legislation protects children against torture, the Committee is concerned about the insufficient judicial procedures to investigate cases of police brutality, ill-treatment or abuse of children.
