Like the principles proposed to address misuse by State agents, principles regarding misuse of small arms by armed individuals and groups would complement the work of the crime prevention and arms control branches of the United Nations, and would elaborate for States the nature of their obligation under international law to regulate the possession and misuse of small arms by armed individuals and groups.
أما المبادئ المقترحة لمعالجة سوء استخدام موظفي الدولة لهذه الأسلحة، فشأنها شأن المبادئ المتعلقة بسوء استخدام الأفراد المسلحين والجماعات المسلحة للأسلحة الصغيرة، إذ من شأنها أن تكمل عمل هيئات الأمم المتحدة الفرعية المعنية بمنع الجريمة والحد من الأسلحة وأن توضح للدول طبيعة التزاماتها بمقتضى القانون الدولي التي تهدف إلى تنظيم حيازة وسوء استخدام الأفراد المسلحين والجماعات المسلحة للأسلحة الصغيرة.

4. Demands that all States in the region cease military support for armed groups in neighbouring countries, take action to prevent armed individuals and groups from using their territory to prepare and commit attacks on neighbouring countries and refrain from any actions that might contribute to further destabilization of the situation on the borders between Guinea, Liberia and Sierra Leone;

These sets of related principles - on misuse by State agents, misuse by armed individuals and groups, and transfer of arms - would complement the work of the crime prevention and arms control branches of the United Nations and would elaborate for States the nature of their obligations under international law to regulate the availability, misuse and transfer of small arms.

" .
