There can be no doubt that persons belonging to the Armenian minority group and residing in the Nagorno-Karabakh region of Azerbaijan have nothing to do with either of these categories of peoples.

It is essential to note that what the Armenian side considers to be the exercise of the right to self-determination by the Armenian minority group in Azerbaijan has been unambiguously qualified by the Security Council and the General Assembly, as well as by other authoritative international organizations, as the illegal use of force against the sovereign and territorial integrity of the Republic of Azerbaijan.

2. The Armenian minority

The policy of ethnic cleansing carried out by Azerbaijan against the Armenian minority beginning in February 1998 forced 360,000 people to flee to Armenia to escape the horrific pogroms unleashed in the Azerbaijani cities of Sumgait, Gyandza and Baku and in 311 other towns in Azerbaijan.
وأدت سياسة التطهير العرقي التي نفذتها أذربيجان ضد الأقلية الأرمينية ابتداء من شباط/فبراير 1998 إلى إجبار 000 360 شخص على الفرار إلى أرمينيا هربا من المذابح الفظيعة التي اجتاحت المدن الأذربيجانية سوبغيت وغيانزا وباكو و 311 بلدة أخرى في أذربيجان.

On 27 February 1988, Azeris went on a three-day rampage in Sumgait, an industrial town 20 miles from Baku, murdering members of the town's large Armenian minority, looting and destroying their property.

Accordingly, what the Armenian side considers " the exercise of the right to self-determination " by the Armenian minority group in Azerbaijan has been unequivocally qualified by the Security Council and the General Assembly, as well as by other authoritative international organizations, as the illegal use of force against the sovereignty and territorial integrity of the Republic of Azerbaijan.
وعليه، فإن ما يعتبره الجانب الأرميني " ممارسة للحق في تقرير المصير " من قبل الأقلية الأرمينية في أذربيجان وصفه بشكل لا لبس فيه مجلسُ الأمن والجمعية العامة وغيرهما من المنظمات الدولية الموثوق بها، بأنه استخدام غير قانوني للقوة ضد سيادة جمهورية أذربيجان وسلامتها الإقليمية.

Only after withdrawal by the Republic of Armenia from Nagorny Karabakh and surrounding areas will the time come for the Republic of Azerbaijan to resolve democratically the manner and structure of peacetime protection of the Armenian minority within its territory (including the possibility of the grant of internal autonomy and/or other guarantees ensuring respect for the rights of a national minority).
ولن يحين الوقت لكي تقوم جمهورية أذربيجان بتسوية ديمقراطية للشكل والبنية اللذين ستتخذهما حماية الأقلية الأرمينية فوق أراضيها في وقت السلم (بما في ذلك إمكانية منح الاستقلال الذاتي الداخلي و/أو ضمانات أخرى تكفل احترام حقوق الأقلية الوطنية)، إلا بعد انسحاب جمهورية أرمينيا من منطقة ناغورني كاراباخ والمناطق المجاورة لها.
