Services for policy-making and treaty adherence, through normative work, are provided to Member States in order to assist them in the ratification and implementation of international treaties, the development of domestic legislation on drugs, crime and terrorism in all its forms and manifestations and the provision of secretariat and substantive services to the relevant treaty-based and governing bodies.
أما الخدمات المتعلقة بوضع السياسات والتقيد بالمعاهدات من خلال الأعمال المعيارية متوفر للدول الأعضاء لمساعدتها في التصديق على المعاهدات الدولية وتنفيذها، ووضع التشريعات المحلية بشأن المخدرات والجريمة والإرهاب بجميع أشكاله ومظاهره، وتوفير خدمات الأمانة والخدمات الفنية للهيئات ذات الصلة من الهيئات القائمة على المعاهدات وهيئات الإدارة.

116. The normative functions of the Programme are derived from the international drug control treaties and concern the provision of secretariat and substantive servicing to both the International Narcotics Control Board and the Commission on Narcotic Drugs.
٦١١ - أما وظائف البرنامج في مجال وضع المعايير فمستمدة من المعاهدات الدولية لمراقبة المخدرات، وهي تتعلق بتوفير خدمات اﻷمانة والخدمات الفنية لكل من الهيئة الدولية لمراقبة المخدرات ولجنة المخدرات.

(b) The Division for Treaty Affairs, which provides secretariat and substantive services to the treaty-based and governing bodies and assists States in the ratification and implementation of international legal instruments and the development of domestic legislation on drugs, crime and terrorism;
(ب) شعبة شؤون المعاهدات، التي توفر خدمات الأمانة والخدمات الفنية للهيئات القائمة على المعاهدات والهيئات التشريعية، وتساعد الدول في التصديق على الصكوك القانونية الدولية وتنفيذها، وعلى وضع تشريعات داخلية بشأن المخدرات والجريمة والإرهاب؛

(c) Providing secretariat and substantive services to the Commission on Narcotic Drugs, the Commission on Crime Prevention and Criminal Justice, the United Nations congresses on crime prevention and criminal justice and the International Narcotics Control Board in the execution of their functions;
(ج) تقديم خدمات الأمانة والخدمات الفنية إلى لجنة المخدرات؛ ولجنة منع الجريمة والعدالة الجنائية؛ ومؤتمرات الأمم المتحدة لمنع الجريمة والعدالة الجنائية؛ والهيئة الدولية لمراقبة المخدرات، في أداء مهامها؛
