1. In its resolution 61/38, the General Assembly, inter alia, requested the Secretary-General to submit a report to the Assembly at its sixty-second session on the implementation of the provisions of the Charter of the United Nations related to assistance to third States affected by the application of sanctions.
1 - طلبت الجمعية العامة في قرارها 61/38 إلى الأمين العام، في جملة أمور، أن يقدم إلى الجمعية في دورتها الثانية والستين تقريرا عن تنفيذ أحكام ميثاق الأمم المتحدة المتعلقة بتقديم المساعدة إلى الدول الثالثة المتضررة من تطبيق الجزاءات.

(c) Report of the Secretary-General on the implementation of the provisions of the Charter of the United Nations related to assistance to third States affected by the application of sanctions (A/62/206 and Corr.1);

(c) A crucial point in the implementation of the provisions of the Charter of the United Nations related to assistance to third States affected by the application of sanctions is the occurrence of special circumstances which might put some third States in a position of urgent need for certain items.
(ج) وإحدى النقاط الحاسمة في تنفيذ أحكام ميثاق الأمم المتحدة المتعلقة بتقديم المساعدة إلى الدول الثالثة المتضررة من تطبيق الجزاءات هي نشوء ظروف خاصة قد تضع بعض الدول الثالثة في موضع تصبح فيه بأمس الحاجة إلى بعض السلع.

9. The Chairman drew attention to draft resolution A/C.6/57/L.11 on implementation of the provisions of the Charter of the United Nations related to assistance to third States affected by the application of sanctions, and said that the following countries had joined the sponsors: Algeria, Bangladesh, Brazil, Chile, China, Colombia, Egypt, India, Malaysia, Sierra Leone, Tunisia and Uganda.
9 - الرئيس: استرعى الانتباه إلى مشروع القرار A/C.6/57/L.11 بشأن تنفيذ أحكام ميثاق الأمم المتحدة المتعلقة بتقديم المساعدة إلى الدول الأخرى المتضررة من تطبيق الجزاءات وقال إن البلدان التالية قد انضمت إلى مقدمي مشروع القرار: أوغندا والبرازيل وبنغلاديش وتونس والجزائر وسيراليون وشيلي والصين وكولومبيا وماليزيا ومصر والهند.

9. The Rio Group welcomed the report of the Secretary-General on implementation of the provisions of the Charter of the United Nations related to assistance to third States affected by the application of sanctions (A/61/304) and the conclusion of the Security Council informal working group on general issues of sanctions that targeted sanctions tended to have minimal negative effects on civilian populations and third States.
9 - وقال إن مجموعة ريو ترحب بتقرير الأمين العام عن تنفيذ أحكام ميثاق الأمم المتحدة المتعلقة بتقديم المساعدة إلى الدول الثالثة المتضررة من تطبيق الجزاءات (A/61/304)، وبالنتيجة التي خلص إليها الفريق العامل غير الرسمي التابع لمجلس الأمن والمعني بالمسائل العامة المتصلة بالجزاءات ومؤداها أن الجزاءات المحددة الهدف يكون لها عادة آثار سلبية دنيا على السكان المدنيين والدول الثالثة.
