The implementation of the following recommendation is expected to enhance the efficiency of the organizations of the United Nations common system.

44. The International Civil Service Commission had recommended establishing equivalencies between grades P-1 to D-1 in the United Nations common system and the corresponding grades in the United States civil service, using the methods he had mentioned.
