The member States of the Andean Community reaffirm their commitment and adherence to the purposes and principles of the Charter of the United Nations and the Charter of the Organization of American States and to the formulation of a Community policy on security and confidence-building, based on the following principles:

1. To reject the so-called Syria Accountability Act as a breach of the principles of international law, resolutions of the United Nations and the Charter of the League of Arab States and as giving primacy to the laws of the United States over international law;
1- رفض قانون ما يسمى " محاسبة سورية " واعتباره تجاوزاً لمبادئ القانون الدولي وقرارات الأمم المتحدة وميثاق جامعة الدول العربية وتغليباً للقوانين الأمريكية على القانون الدولي.

The Government said that action against terrorism must conform to existing norms, the principles of the Charter of the United Nations and the Charter of the Organization of American States (OAS), and the principles and values inherent in the rule of law, in particular international and regional human rights norms.
وذكرت الحكومة أن إجراءات مكافحة الإرهاب يتعين أن تتفق مع الأعراف والمبادئ الحالية لميثاق الأمم المتحدة وميثاق منظمة الدول الأمريكية ومع المبادئ والقيم المتأصلة في سيادة القانون ولا سيما القواعد الدولية والإقليمية لحقوق الإنسان.

1 - رفض قانون ما يسمى " محاسبة سورية " واعتباره تجاوزا لمبادئ القانون الدولي وقرارات الأمم المتحدة وميثاق جامعة الدول العربية وتغليبا للقوانين الأمريكية على القانون الدولي.

In that respect, the first Arab convention to combat terrorism, of 1998, demonstrated that the Islamic world rejected terrorism and defended the principles of the Charter of the United Nations and the Charter of the League of Arab States, and the norms of international law.
