4. Encourages the Secretary-General to make arrangements for the implementation of the proposals made for the commemoration of the tenth anniversary of the resumed fiftieth session of the General Assembly, on public administration and development;

3. Urges the Secretary-General to publish the eleventh revised edition of the Recommendations on the Transport of Dangerous Goods: Model Regulations in Arabic, as well as the third revised edition of the Recommendations on the Transport of Dangerous Goods: Manual of Tests and Criteria in Arabic, French and Spanish without delay;

76. The Committee on Conferences commended the Secretary-General for the frank analysis of the operations of the Department of General Assembly Affairs and Conference Services and welcomed the creative solutions put forward and the intention of the Secretary-General to implement without delay the measures falling under his authority as chief administrative officer of the Organization, taking into account the specificities of each duty station.
76 - وأثنت لجنة المؤتمرات على الأمين العام لتحليله الصريح لعمليات إدارة شؤون الجمعية العامة وخدمات المؤتمرات، ورحبت بالحلول المبتكرة المقدمة وبعزم الأمين العام على أن يقوم دون تأخير بتنفيذ التدابير الواقعة ضمن سلطته بوصفه كبير الموظفين الإداريين في المنظمة، مع مراعاة خصائص كل مركز عمل.

4. Urges the Secretary-General to appoint immediately a Director at the D2 level, to be based at the headquarters of the Institute in the Dominican Republic, and thereafter to inform the Working Group on the Future Operations of the International Research and Training Institute for the Advancement of Women of the designation of the nominee;
4 - تحث الأمين العام على أن يقوم على الفور بتعيين مدير برتبة مد - 2 يتولى عمله في مقر المعهد في الجمهورية الدومينيكية، وأن يبلغ بعدئذ الفريق العامل المعني بالعمليات المقبلة للمعهد الدولي للبحث والتدريب من أجل النهوض بالمرأة بتسمية المرشح؛

148. The view was expressed that the General Assembly should encourage the Secretary-General to develop, as a matter of priority, new proposals for consideration by the relevant United Nations bodies, as envisaged in Assembly resolution 55/136 B.
148 - وأُعرب عن الرأي أن على الجمعية العامة أن تشجع الأمين العام على أن يقوم على سبيل الاستعجال بوضع مقترحات جديدة لتنظر فيها هيئات الأمم المتحدة المعنية كما ينص على ذلك قرار الجمعية العامة 55/136 باء.

4. 4 - تحث الأمين العام على أن يقوم على الفور بتعيين مدير من الرتبة مد - 2 يتولى عمله في مقر المعهد في الجمهورية الدومينيكية وأن يبلغ الفريق العامل المعني بمستقبل عمليات المعهد الدولي للبحث والتدريب من أجل النهوض بالمرأة بتسمية المرشح؛

The Committee recommends to the General Assembly that it urge the Secretary-General to establish this long-awaited follow-up mechanism (see General Assembly resolution 61/233 A, paras. 18-20).
وتوصي اللجنةُ الجمعيةَ العامةَ بأن تَحُث الأمين العام على أن يقوم بإنشاء آلية المتابعة هذه التي تم انتظارها طويلا (انظر قرار الجمعية العامة 61/233 ألف، الفقرات 18-20).

4. The Committee had reviewed the report of the Secretary-General on the progress and impact assessment of management improvement measures (A/60/70) and had encouraged the Secretary-General to develop further an approach conducive to a genuine improvement of United Nations management, taking due account of the Organization's realities and needs.
4 - وواصل حديثه قائلا إن اللجنة استعرضت تقرير الأمين العام عن تقييم التقدم المحرز والأثر المتحقق في تنفيذ تدابير تحسين الإدارة (A/60/70) وأنها شجعت الأمين العام على أن يقوم أيضا باستحداث نهج يساعد على تحقيق تحسين حقيقي لإدارة الأمم المتحدة، مع الأخذ بالحسبان حقائق واحتياجات المنظمة.

6. In 1988, the Secretary-General was in addition encouraged by United Nations Security Council Resolution S/620 (1988) " to carry out promptly investigations in response to allegations brought to his attention by any Member State concerning the possible use of ... bacteriological (biological) or toxic weapons that may constitute a violation of the 1925 Geneva Protocol or other relevant rules of customary international law ... " .
6- وفي عام 1988، فإن قرار مجلس الأمن التابع للأمم المتحدة 620(1988) قد شجع أيضاً الأمين العام " على أن يقوم بالتحقيق فوراً، استجابة في أية دعاوى تصل إلى علمه من أية دولة عضو بشأن إمكانية استعمال أسلحة كيميائية وبكتريولوجية (بيولوجية) أو تكسينية مما قد يشكل انتهاكاً لبروتوكول جنيف لعام 1925 أو غير ذلك من قواعد القانون الدولي العرفي ذات الصلة ... " .
