It is surely clear by now that Israel's support for armed terrorist groups in the area has serious repercussions. Most recently, it led to the attack on the Philippines battalion of UNDOF.
فالآثار الخطيرة للمساندة التي تقدمها إسرائيل للمجموعات الإرهابية المسلحة، المتواجدة في تلك المنطقة، أصبح أمرا لا يحتاج لدليل وكان آخر نتائجها الاعتداء على عناصر قوة الأندوف ذاتها من أفراد الوحدة الفلبينية.

2. At the beginning of February 2013, an UNDOF patrol was fired on by armed groups in the area of separation.

In his previous reports, the Secretary-General has always expressed his appreciation for Syria's cooperation, its assiduous efforts to ensure the safety of UNDOF troops and its respect for the Force's mandate.
وقد دأبـت تقارير الأمناء العاميـن الدورية على تقدير هذه الإيجابية السورية في التعاون والسهر على سلامة عناصر الأندوف وعلى احترام ولايـة القوة.

The parties which truly have the right to express concern are Syria, which has yet to recover its occupied territory, and UNDOF, the presence of which is meant to be temporary, that is to say, until Israel ends its occupation.
وبالتالي فإن من يحق له التعبير عن القلق بالفعل هو سورية التي لم تستعيد أراضيها المحتلة بعد، وكذلك قوات الأندوف التي يفترض أن يكون وجودها مؤقتا إلى حين زوال الاحتلال الإسرائيلي وألا يتحول ذلك الوجود إلى حالة دائمة.

Not only does Israel's assistance of the terrorists blatantly violate the 1974 Disengagement of Forces Agreement, the mandate of the United Nations Disengagement Observer Force (UNDOF) and international law; it also hinders the work of United Nations forces stationed in the area and places their lives at risk. Indeed, the terrorist groups have abducted UNDOF peacekeepers on several occasions.
ويجب الانتباه هنا جيدا إلى أن هذه المساعدة الإسرائيلية للإرهابيين لا تشكل انتهاكاً فاضحاً لاتفاق فض الاشتباك لعام 1974 ولولاية الأندوف وللقانون الدولي فحسب، بل تعرّض حياة قوات الأمم المتحدة العاملة هناك للخطر وتقوّض عمل هذه القوات، وهذا ما حصل بالضبط عندما قامت تلك المجموعات الإرهابية، في عدة مرات، بخطف حفظة سلام تابعين للأندوف.

1. On 29 November 2012, four UNDOF troops were injured near Damascus International Airport in attacks carried out by armed groups against a motorcade belonging to the Force.
1 - بتاريخ 29 تشرين الثاني 2012، أصيب أربع عناصر من قوة الأندوف قرب مطار دمشق الدولي نتيجة هجمات نفذتها المجموعات المسلحة على موكب سيارات تابع للأندوف.

It was curious that Mr. Serry failed to address those abductions, although both the Secretary-General of the United Nations and the Security Council have condemned those abductions, and although senior officials of the Secretariat and the Department of Peacekeeping Operations are aware of the involvement of Qatari agencies in coordinating the abduction of UNDOF personnel in the area of separation.
وقد كان من الغريب عدم تطرق السيد سيري لعمليات الاختطاف هذه على الرغم من أن كلاً من الأمين العام للأمم المتحدة ومجلس الأمن قد أدانا عمليات الاختطاف هذه، وإن كبار موظفي الأمانة العامة وإدارة عمليات حفظ السلام على دراية بانخراط أجهزة قطرية في تنسيق عمليات اختطاف عناصر قوات الأندوف في منطقة الفصل.

It addresses issues that are far removed from the humanitarian situation, such as the situation that was facing the United Nations Disengagement Observer Force (UNDOF) and the question of the use of chlorine.
كما جاء التقرير بعيدا عن الولاية المناطق بالأمين العام حيث تطرق إلى قضايا بعيدة عن الجانب الإنساني كالتطرق إلى الوضع الذي واجهته قوة الأمم المتحدة لفض الاشتباك (الأندوف)، وموضوع استخدام الكلور.

On 11 December, the Council held a private meeting with the troop-contributing countries to the United Nations Disengagement Observer Force (UNDOF), and heard a briefing by the Director of the Asia and Middle East Division of the Department of Peacekeeping Operations, Lisa Buttenheim.
وفي 11 كانون الأول/ديسمبر، عقد المجلس جلسة خاصة مع البلدان المساهمة بقوات في قوة الأمم المتحدة لمراقبة فض الاشتباك (الأندوف)، واستمع إلى إحاطة قدمتها ليزا بوتنهايم مديرة شعبة آسيا والشرق الأوسط في إدارة عمليات حفظ السلام.

The provision of assistance by the Israeli occupation forces to the terrorists in the area of separation is a flagrant violation of the Agreement on the Disengagement of forces and the mandate of UNDOF. It also places the lives of UNDOF personnel in danger. This is precisely what happened on 6 March 2013, when a terrorist group calling itself The Yarmuk Martyrs abducted 21 Filipino peacekeepers attached to the Force.
إن قيام قوات الاحتلال الإسرائيلي بمساعدة الإرهابيين في منطقة الفصل يشكل انتهاكا فاضحا لاتفاق فصل القوات ولولاية الأندوف كما يعرّض، في الوقت ذاته، حياة موظفي الأندوف للخطر، وهذا ما حصل بالضبط عندما قامت، بتاريخ 6 آذار 2013، إحدى المجموعات الإرهابية التي تطلق على نفسها " شهداء اليرموك " بخطف 21 من حفظة السلام ممن يحملون الجنسية الفلبينية ويعملون لدى الأندوف.

This Israeli aggression occurred within earshot and before the eyes of Mr. Hervé Ladsous, the Under-Secretary-General for Peacekeeping Operations, who was present in the operations room of the United Nations Disengagement Observer Force as it closely monitored these Israeli aggressions all along the ceasefire line.
لقد جرى الاعتداء الإسرائيلي على مرأى ومسمع السيد هيرفيه لادسوس، وكيل الأمين العام لشؤون عمليات حفظ السلام، والذي كان متواجدا في غرفة عمليات قوة " الأندوف " التي كانت تراقب وتتابع عن كثب هذه الاعتداءات الإسرائيلية على طول خط وقف إطلاق النار.
